REGULATIONS OF THE AUDIT BOARD SPARKED DEBATESCHP Karabük Deputy Cevdet Akay, who spoke on the entirety of the proposal, stated that some articles of the bill are unconstitutional. Expressing that there are problematic articles in the bill, Akay criticized the regulation regarding the State Audit Board included in the proposal. Akay said, "The authority to audit and inspect associations, foundations, and other organizations they participate in will be granted to the auditors of the State Audit Board." DEM Party Van Deputy Gülcan Kaçmaz Sayyiğit stated that according to the Constitution, regulations cannot be made by decree on matters explicitly regulated in existing laws. Sayyiğit noted that presidential decrees cannot be issued on matters expected to be regulated by law, emphasizing that the legislation regarding presidential decrees is very clear. Sayyiğit stated, "When the regulations made are brought before the Constitutional Court, annulment decisions are given, but this time the government continues to circumvent the law by doing what it could not do with a presidential decree through a omnibus law." "THE AUTHORITY TO DISMISS IS BEING GIVEN BY LAW FOR THE FIRST TIME"Saadet Party Istanbul Deputy Selim Temurci reminded that with the proposal, it will be possible to grant unpaid leave for up to 3 years to the spouses of civil servants who are assigned abroad for more than 6 months from those assigned to international organizations of which Turkey is a member or from public capital institutions or organizations working in foreign units. Criticizing the said regulation, Temurci stated, "You say to the individual, you can stay for 10 years, but you are telling the spouse who works for the state, 'I am giving you this right for 3 years.' This is not humane. If you have the thought of preserving family integrity, it should be equivalent to each other." İYİ Party Samsun Deputy Erhan Usta also criticized the regulation regarding the State Audit Board included in the proposal. Usta stated that the State Audit Board is not the primary audit unit, expressing that each institution has its own audit and that the Court of Accounts is responsible for external audits. Usta said, "You will prune the Court of Accounts, you will prune the internal audit and inspection boards, and by increasing the powers, you will try to audit the entire public through the State Audit Board; there is no such world. Where in the world does such a thing exist? This authority to dismiss is being given by law for the first time." RESPONSE TO CRITICISMSAfter the evaluations of the deputies, the first signatory of the proposal, AK Party Samsun Deputy Ersan Aksu, answered the questions of the deputies. Responding to the criticisms regarding the regulations related to the State Audit Board, Aksu explained: "The authority to dismiss given to the State Audit Board does not mean dismissal from civil service in the inspection of a ministry or elsewhere. The dismissal of a person from duty defines a period of time, which is the time required to identify a problem if there is one, while still receiving a certain portion of their salary." After Aksu's speech, the proposal submitted by CHP deputies, arguing that Articles 8, 10, and 23 of the bill are unconstitutional, was not accepted in the Commission.
