The Ministry of Interior has issued a statement regarding the dog attack in which 5-year-old Hamza Özsoy lost his life in the Saray district of Van. The Ministry stated that permission has been granted to investigate Saray Mayor Davut Acar, who was found to have responsibility and negligence.
In a statement from the Ministry of Interior, it was said: "Regarding the stray dog attack that resulted in the death of 5-year-old Hamza Özsoy and the injury of 9-year-old Ayaz Özsoy, permission for an investigation has been granted concerning Saray Mayor Davut Acar, who was found to have responsibility and negligence in this tragic incident."
INVESTIGATION PERMISSION GRANTED FOR THE MAYOR FOLLOWING DOG ATTACK
The Ministry of Interior issued a statement regarding the death of 5-year-old Hamza Özsoy following an attack by stray dogs in the Saray district of Van. The Ministry announced that, as a result of the investigations conducted, permission for an investigation has been granted concerning Saray Mayor Davut Acar.
The statement included the following remarks: "The inspection by the Civil Inspector regarding the stray dog attack that occurred on April 29, 2026, in the Saray district of Van, resulting in the death of 5-year-old Hamza Özsoy and the injury of 9-year-old Ayaz Özsoy, has been completed.
"THE MUNICIPALITY DID NOT COLLECT STRAY ANIMALS"
As a result of the detailed investigations; it has been determined that the Saray Municipality failed to fulfill its legal obligations regarding the collection, care, and rehabilitation of stray animals. Despite numerous written and verbal applications made by citizens, neighborhood heads, and official institutions, it was observed that the municipality did not carry out any collection activities.
Contrary to the municipality's claim that "no vehicle was available" as an excuse for not collecting stray animals, it has been proven through official records that the relevant service vehicle was returned to the municipality.
Based on the evaluation conducted in line with the statements of all relevant parties and concrete documents; permission for an investigation has been granted concerning Saray Mayor Davut Acar, who was found to have responsibility and negligence in this tragic incident.
Our Ministry will continue its determination with meticulousness in protecting the safety of our citizens and ensuring that public officials fulfill their responsibilities completely. Respectfully announced to the public."
