Minister of Interior Mustafa Çiftçi announced that 30,000 garden staff will be hired within the scope of school security, and a one-touch notification button has been added to the "HAYAT 112" application, similar to KADES, for teachers in schools. Çiftçi answered questions by making evaluations on the agenda during a live broadcast on NTV.
"PHYSICAL MEASURES INCREASED"
Reminded of the news that "a protocol was signed between the Ministry of National Education, the Ministry of Interior, and the Ministry of Labor and Social Security, and 30 thousand personnel will be employed for schools," Çiftçi provided information about the process, stating that after the school attacks in Şanlıurfa and Kahramanmaraş, they, as the Ministry of Interior, took measures to increase physical precautions.
Çiftçi stated that the Ministry of National Education and the Ministry of Family and Social Services took measures within the scope of their own legislation, saying, "After these attacks, we assigned 25 thousand police officers, watchmen, and security guards until schools closed to further increase measures in schools, but we do not consider this sustainable."
30 THOUSAND GARDEN OFFICERS TO BE RECRUITED
Minister Çiftçi, noting that they wanted to switch to a 12-36 working system for police officers' working hours, said, "For this, for example, previously watchmen could only work at night. I delegated the authority to our provincial governorships to change their working hours so they can also work during the daytime, so that we can employ watchmen instead of police officers. With the police officers we free up from there, we can switch to the 12-36 working system. If we assign 25 thousand personnel to schools, we have no chance of making this transition. Therefore, I presented the issue to our esteemed Vice President."
Çiftçi stated that 30 thousand garden officers will be employed, noting that the authority on this matter lies with provincial governorships, quotas have been determined, they will be distributed to all 81 provinces, and recruitment will be carried out through İŞKUR.
MEETINGS BECAME MORE FREQUENT AFTER ATTACKS
Emphasizing that their aim is to increase security in schools, Çiftçi said they hold school security meetings every year in the first and second semesters, and after the attacks, they began holding these meetings on a monthly basis.
Çiftçi noted that police officers are assigned to all schools identified as first-degree risk, saying, "We have fixed police officers in secondary and high schools identified as second-degree risk. In third and fourth-degree risk schools, we have school liaison officers. They will continue their duties, but garden officers will serve additionally."
"HAYAT 112" WITH ONE CLICK
Çiftçi, who also provided information about the HAYAT 112 Emergency mobile application, continued as follows:
"We have placed a button for teachers in our HAYAT 112 Emergency mobile application, just like in the KADES application. When there is an undesirable issue concerning security in our schools, our teachers will be able to report it to 112 with a single press. These will also be prioritized. This was one of the measures we took to ensure school security. Our governorships are already authorized to take other measures required by the locality. They can evaluate the situation from their perspective and take additional measures. The 30 thousand garden officers will be ready by the new academic year. They will start their duties with the opening of schools. We, as the police and gendarmerie, will continue to take security measures around schools."
Çiftçi emphasized that they aim to make schools safer and reported that regarding derelict buildings suitable for crime, those that need to be demolished will be demolished in consultation with governorships and municipalities, and those that cannot be demolished will be closed off by blocking entry and exit points.
HOW MANY SYRIANS RETURNED TO THEIR COUNTRY IN 10 YEARS
Reminding that they have changed their approach in migration policies, Minister Çiftçi noted the following:
"I evaluate our migration policy from a humanitarian, conscientious, and legal perspective. We will act accordingly and shape all our migration policies based on this. Currently, there are 3 million 623 thousand foreigners with legal residence rights in our country. Of these, 2 million 235 thousand are Syrians. Syrians began returning to their country after the regime change on December 8th. Within 10 years, 1.5 million Syrians have returned to their country. These returns accelerated after December 8th. Since December 8th, 723 thousand people have returned voluntarily, safely, and with dignity. We encourage this. We do not send anyone forcibly to death, persecution, or an insecure environment."
Pointing out the importance of managing irregular migration at its source and eliminating the problems causing migration, Çiftçi noted that physical measures are also applied at borders to prevent irregular migrants from entering Turkey.
Çiftçi noted that the aim is to create an environment where irregular migrants cannot enter the country, and if they do enter, they cannot work or find shelter, adding that preventing unregistered irregular migrants whose purpose of arrival is unknown is also a security policy.
Stating that 1389 kilometers of border walls have been built so far, Çiftçi said the southern and eastern borders are completely surrounded by physical walls and these regions are continuously monitored with thermal cameras, optical towers, and patrol vehicles.
"97 PERCENT OF STRAY ANIMALS COLLECTED"
Recalling that the regulation on stray animals was made in 2024 and a change was made to the law in August, Çiftçi noted the following:
"97 percent of stray animals have been collected. I had set a goal, saying 'we will collect all stray animals by the end of the year and place them in shelters or natural habitats.' We are revising this; we will likely have taken all stray animals into natural habitats or shelters by the end of October. The living space for animals is not the streets. Streets are unsafe places. There is hunger, disease, insecurity, being left at the mercy of the street. Therefore, we want to save animals from the mercy of the street as well. We provide their treatment in shelters. If there are those who want to adopt, they are adopted. If not, they continue their lives in the shelter."
Noting that the process concerns both municipalities and governorships, Çiftçi explained that the law assigns the duty of establishing shelters to municipalities with populations exceeding 25 thousand, and natural living areas should also be created in places with shelters.
Çiftçi drew attention to the fact that all shelters will be reviewed by the end of this month, stating that whether animals are collected properly, whether sterilization and treatment are carried out appropriately, whether animal welfare is ensured, and whether shelters comply with legislation will be reviewed.
