The proposal submitted to the Parliament by MHP Kayseri Deputy Baki Ersoy regarding the wage imbalance between public workers and civil servants received a response from Minister of Treasury and Finance Mehmet Şimşek. Minister Şimşek stated, "Work is being carried out regarding the financial and social rights of public officials within the framework of budgetary possibilities and wage balances."
MHP Kayseri Deputy Baki Ersoy drew attention to the wage imbalance between workers and civil servants in the public sector in a proposal he submitted to the Turkish Grand National Assembly Presidency in recent weeks, asking whether the government would make a new regulation on this issue. The proposal stated that the salary differences among personnel working in different statuses in public institutions had deepened with the recent collective bargaining negotiations.
"WORK IS BEING DONE FOR THE SALARY BALANCES OF CIVIL SERVANTS"
A response came from the Minister of Treasury and Finance, Mehmet Şimşek, to the proposal. Minister Şimşek stated, "Work is being done regarding the financial and social rights of public officials within the framework of budgetary possibilities and wage balances."
The salary increase for civil servants and retired civil servants for the first half of 2026 had been finalized at 18.60%. With the circular published by the Ministry of Treasury and Finance, the coefficients were determined, and the expectation of a flat increase was reported to have ended.
THE SALARY INCREASE RATE FOR CIVIL SERVANTS AND RETIRED CIVIL SERVANTS HAS BEEN FINALIZED
A circular regarding the salary regulation affecting millions of civil servants and retired civil servants had been published. With the circular, the salary increase rate that civil servants and retired civil servants would receive in the first half of 2026 was finalized at 18.60%. The published regulation also covered private sector employees, those who would serve in the military for a fee, and contracted personnel, in addition to civil servant and retired salaries.
EXPECTATION OF A FLAT INCREASE HAS ENDED
In the circular, it was stated that with the finalization of the 18.60% increase, the expectation of a flat increase for civil servants and retired civil servants had officially ended.
COEFFICIENTS HAVE BEEN ANNOUNCED
The coefficients to be applied in accordance with Article 154 of the State Civil Servants Law No. 657 were also explained in the circular. Accordingly;
- Monthly coefficient: 1.387871
- Minimum monthly coefficient: 22.722793
- Additional payment coefficient: 0.440141
Additionally, within the scope of the circular, the minimum and maximum salaries of contracted personnel positions that were visaed according to the legislation were also increased by 18.60%.
