Interior Minister Ali Yerlikaya shared details about the proposed law to increase traffic fines, which will be discussed in the Turkish Grand National Assembly (TBMM) this week. Minister Yerlikaya stated that the fines would be deterrent and that driving licenses would be revoked for many rule violations. He also mentioned that drivers who violate speed limits five times would be referred to a psychiatric specialist.

The new legislative period has begun in the Turkish Grand National Assembly (TBMM). The bill containing regulations aimed at increasing traffic fines will be discussed this week.

Interior Minister Ali Yerlikaya made statements regarding the new period in traffic. Minister Yerlikaya said, "Our President has set a 10-year target. Our goal is zero fatalities. We have seen a deviation from the targets set for traffic safety in the first 5 years. We aim to reduce traffic fatalities to below 3,000. We have increased the number of inspections by 50%. We were able to reduce the number of deaths by 197.

We have brought inspections to the necessary level. When the rules are not deterrent, they fall short. We have seen that we did not reach our target for fatal and injury accidents. The number of people injured and taken to the hospital in one day is 1,055. This is not our goal. We have discussed the deterrent nature of these rules again. Our AK Party group has brought it to the Parliament in the form of a bill. The laws will be deterrent. Ten people die every day due to speeding violations.

"THE BIGGEST CAUSE OF ACCIDENTS IS SPEEDING VIOLATIONS"

The biggest cause of traffic accidents is speeding violations. The fines for drivers caught in front of schools and hospitals, where the limit is 30 km/h, are written here. From 76 km/h, we take the license for 30 days, and if it is 86 km/h, we take it for 60 days. If someone does this 5 times within a year, they must see a psychiatrist.

"IF THEY WEAVE, WE TAKE THE LICENSE FOR 60 DAYS"

We have introduced a grading system. We have made a distinction between urban and rural areas. Inspections in urban areas will be much more frequent. We need to take precautions. In the new bill, if someone weaves, we take their license for 60 days. If someone drives the wrong way on the highway, it invites an accident. 60 days of license suspension and traffic ban.

"WE TAKE LICENSES FOR WEDDING CONVOYS"

One of the biggest complaints is wedding convoys. The penalty for this is that we take the license for 60 days and impound the vehicle. The penalty for assault in traffic is that we take the license for 60 days. These rules are in place so that even one in ten million people does not dare to do this. Psychological support is not new. It has been in the old rules as well.

"WE IMPOUND VEHICLES OF THOSE WHO DO NOT GIVE WAY TO AMBULANCES FOR 30 DAYS"

"WE REVOKE LICENSES AFTER 6 RED LIGHT VIOLATIONS"

Using a mobile phone while driving increases the risk of accidents by four times. Our system here has innovations. In the first year, 5,000 lira, in the second 10,000 lira, in the third 20,000 lira, and we take the license for 30 days. Running a red light is the simplest rule in traffic. In 2024, unfortunately, 137 people died due to red light violations. We have established 6 grading levels within a year. If you violate the rules 3 times in a year, we take the license for 30 days. We revoke the license after 6 red light violations.

"WE TAKE DRIVER'S LICENSE FOR 2 YEARS IN MOTORCYCLE RACES"

The number of motorcycles is rapidly increasing. This year, it will exceed 7 million vehicles. One in five vehicles is a motorcycle. 1,584 motorcycle riders have died. We have increased motorcycle inspections by 114%. Inspections have increased, but deaths have not decreased. The penalty for drivers performing acrobatic maneuvers is that we take their license for 60 days. If they race, we take their driver's license for 2 years and ban them from traffic for 60 days. Alcohol and drugs are unfortunately the most extreme situations where willpower weakens. We have looked at inspections and accident numbers related to this. If someone does this 3 times or more, we take their license for 5 years. The penalty for driving under the influence of drugs is direct revocation of the driver's license. The penalty for not wearing a seatbelt reduces the risk of accidents by 50%. If someone does this 4 times or more, we take their driver's license for 30 days. 1,126 people under the age of 15 died without seatbelts.

According to the proposal, drivers who make changes to their license plates that cause them to be read differently or not at all will be fined 140,000 lira and the vehicle will be banned from traffic for 30 days. Motor vehicles used for transporting loads with a maximum loaded weight of more than 3,500 kilograms and motor vehicles used for passenger transport with more than 17 seating places, including the driver, will be required to have a tachograph, and taxis will also be required to have a taximeter.

Drivers who exceed the speed limit of 46-55 kilometers/hour within urban areas will have their licenses revoked for 30 days each time, those who exceed 56-65 kilometers/hour will have their licenses revoked for 60 days each time, and those who exceed 66 kilometers/hour will have their licenses revoked for 90 days each time. Drivers who do not give way to vehicles with the right of way will be fined 15,000 lira.

46,000 TL FINE FOR THOSE WHO DO NOT GIVE WAY TO AMBULANCE VEHICLES

Drivers who do not give way to ambulances, vehicles carrying injured or emergency patients, and vehicles fighting forest fires will be fined 46,000 lira and their licenses will be revoked for 30 days.

THE FINE FOR NOISE IS 16,000 TL

If the modifications in vehicles cause noise that disturbs the surrounding people, the driver will be fined 16,000 lira. Drivers who cause traffic accidents by running a red light will have their licenses revoked for 60 days. The revoked licenses will be returned at the end of the revocation period, provided that the driver passes a psychotechnical evaluation and it is determined that there is no obstacle to obtaining a driver's license.

Drivers using mobile phones and similar communication devices while driving will be fined 5,000 lira. Drivers of motor vehicles racing will be fined 46,000 lira and their licenses will be revoked for 2 years.

Drivers who leave the scene of an accident involving fatalities or injuries without obtaining permission from the authorities will face imprisonment of 1 to 3 years.
