New convenience in the Half is Ours Campaign: All citizens will be able to benefit.

With the Presidential General Communiqué published in the Official Gazette, all citizens who have declared their homes and workplaces as risky structures until the same date will benefit from the "Half of Us" Campaign for Istanbul, which will end on December 31, 2026. This will prevent the grievances that citizens may encounter due to time-consuming conditions such as permits, condominium rights, and determination of ownership.

To accelerate urban transformation in Istanbul, a total of 1 million 875 thousand TL support is being provided to citizens under the "Half of It is Ours Campaign," which came into effect on February 22, 2024, with a Presidential Decree. This support includes a grant of 875 thousand TL, a loan of 875 thousand TL, and a relocation assistance of 125 thousand TL. An important regulation was made in favor of citizens regarding the campaign, which will end on December 31, 2026, as published in the Official Gazette. The phrase "for risky structures approved under Law No. 6306" was added after the phrase "until 31/12/2026" in Article 3, paragraph 13 of the relevant decision.

Sharing a post on social media regarding the circular, Minister of Environment, Urbanization and Climate Change Murat Kurum stated, "We have implemented a step that Istanbulites have been waiting for a long time with our Half of It is Ours campaign. The circular we prepared has been published in the Official Gazette. Accordingly, all our citizens who declare their homes and workplaces as risky structures until December 31 will be able to benefit from the campaign. All structures declared risky in 2025 and 2026 will be included in the campaign."

ALL RISKY STRUCTURES DECLARED IN 2025 AND 2026 WILL BE ABLE TO BENEFIT FROM THE CAMPAIGN

With the amendment published in the Official Gazette, for citizens wishing to renovate their homes and workplaces, the processes such as demolition, licensing, condominium rights, and determination of ownership of risky structures, which also take time, have been taken into account, and to prevent them from experiencing loss of rights, all independent units declared as risky structures until December 31, 2026, have been allowed to benefit from the campaign. Thus, all risky structures declared in 2025 and 2026 will be able to benefit from the Half of It is Ours Campaign.

SUPPORT FOR BUILDING AND AREA-BASED TRANSFORMATION WITH HALF OF IT IS OURS

Under the building-based transformation support of the campaign, a grant of 875 thousand TL, a loan of 875 thousand TL, and a relocation assistance of 125 thousand TL are provided for each housing unit. In this way, citizens benefiting from the financial support of 1 million 875 thousand TL provided by the Ministry can have their homes rebuilt with contractor firms. For workplaces, a grant of 437 thousand 500 TL, a loan of 437 thousand 500 TL, and a relocation assistance of 125 thousand TL are offered. Citizens benefiting from the financial support of 875 thousand TL provided by the Ministry can also have their workplaces rebuilt with contractor firms.

In large area-based transformations similar to sites, TOKİ or Emlak Konut undertakes the constructions. In this model, a grant support of 875 thousand TL and a relocation assistance of 125 thousand TL are provided for each right holder. The grant amount is deducted from the building cost, and the remaining debt is also installment paid with long-term favorable payment conditions.
