The Turkish Football Federation has officially announced the 10 + 4 foreign player rule for the Süper Lig. In a statement on the federation's website, the 2026-2027 season professional league regulations were published, and the 10 + 4 foreign player rule became effective in the Süper Lig regulation.
There is no age criterion for the 10 foreign players on the squad. At least 4 players are required to have been born on or after January 1, 2003.
Here are the relevant articles:
ARTICLE 1 - SÜPER LİG PLAYER ELIGIBILITY
1) Clubs may include a maximum of 14 players in the A Team List who are not eligible to play for the Turkish A National Football Team. No age criterion is sought for 10 of the 14 foreign players that can be registered on the A Team List. If 14 foreign players are registered on the A Team List, at least 4 of these players must have been born on or after January 1, 2003, in the 2026-2027 season. Not using part or all of the right to register 14 foreign players on the A Team List does not prevent the registration of a higher number of players eligible to play for the Turkish A National Football Team. Foreign players born in the year 2002 who have signed contracts within this scope in previous seasons, have been registered on the A Team List, and whose contracts are still ongoing may be registered on the A Team List during the 2026-2027 season subject to this rule. If a contract is signed within this scope in the 2026-2027 season with foreign players born in the year 2003 who are registered on the A Team List, and the contract is for a period longer than 1 season, these players may be registered on the A Team List for 2 seasons subject to this rule.
(2) Süper Lig clubs that have contracts with more than 14 foreign players cannot field foreign players not registered on the A Team List in A Team matches.
(3) In addition to the players who are not eligible to play for the Turkish A National Football Team registered on the A Team List as stipulated in the first paragraph, clubs may register 1 player who was registered on the A Team List as a citizen of Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, or Turkmenistan in the 2023-2024 season, and 1 player who holds Turkish citizenship or a Blue Card but is not eligible to play for the Turkish A National Football Team, on the A Team List under Article 2, paragraph 'e', due to their vested rights until the end of their contract periods. Upon the expiration of these players' contracts, contract renewals and contracts signed with other clubs will be registered within the scope of players not eligible to play for the A National Team and will be included in the A Team List accordingly.
(4) Clubs may field their registered professional players born on or after January 1, 2006, who are eligible to play for the Turkish A National Team, in matches without the obligation to register them on the A Team List. Provided that these players have been registered with the club for the last 6 months and have completed the age of 15, the condition of being a professional player is not sought.
ARTICLE 2 - A TEAM LIST
(1) Clubs are obliged to submit the A Team List of their professional footballers who will participate in official matches to the Federation within the framework of the principles specified below:
a) The A Team List consists of a maximum of 28 footballers.
b) At least 14 footballers on the A Team List must be players eligible to play for the Turkish A National Football Team. However, subject to the provisions of paragraph 3 of Article 1 above, all footballers to be registered on the A Team List, except for the foreign footballers allowed to be registered on the list, must be eligible to play for the Turkish A National Football Team. For Turkish citizens who have chosen another country's A National Football Team before June 15, 2015, the condition of eligibility to play for the Turkish A National Football Team is not required. Foreigners who later acquire Turkish citizenship may be registered on the list within this scope, provided they have not played for another country's A National Football Team, after five years have passed from the date of their first application for citizenship, and provided they have played in at least one official match of any age category of the Turkish Youth National Teams.
c) At least 4 of the 14 footballers mentioned in paragraph 'b' above must have been born on or after January 1, 2003.
d) Clubs may include a maximum of 3 goalkeepers in the A Team List. At least two of these goalkeepers must be players eligible to play for the Turkish A National Team as specified in paragraph 'b'.
e) If the club fails to report footballers meeting the criteria set out in paragraphs 'b', 'c', and 'd', the A Team List will be created short by the number of unreported footballers; additionally, disciplinary action will be taken against the relevant clubs due to non-compliance with the regulations.
f) Footballers in paragraphs 'b', 'c', 'd', and 'f' above who lose their eligibility to play for the Turkish A National Football Team after the submission of the final lists to the TFF will lose their status as players eligible to play within this scope at the beginning of the following first transfer and registration period. Footballers who lose their eligibility to play for the Turkish A National Football Team during the Transfer and Registration Periods will be immediately removed from the status of players eligible to play for the Turkish A National Football Team on the list.
