After the death of a disabled citizen staying in a nursing home in Ankara, allegations that their account was emptied came to the fore, with money transfers, credit withdrawals, and claims of "favoritism" drawing attention. Within the scope of the judicial and administrative investigation launched into the incident, the director was dismissed from duty, and it was stated that investigations are ongoing.
The allegations that emerged after the death of 94% disabled İlhan Dülkar, who was staying at Elmadağ Nursing Home in Ankara, caused widespread public reaction. In the process that began when his wife Sultan Dülkar encountered information about a "100 thousand TL debt" at the bank, it was alleged that money transfers were made to nursing home staff and gold was purchased with a card.
HE SAID "MY BANK CARD IS WITH HIM"
According to journalist İsmail Saymaz, a writer for Halk TV, İlhan Dülkar, who became paralyzed after a traffic accident and was placed in a nursing home by his family due to difficulties with home care, reportedly called his wife after some time and said, "I wish I had come earlier. I get along very well with the director. My bank card is with him. They buy everything for me and send it to my room." It was stated that one or two days before his death, he asked for help, saying, "Sultan, they scammed me. Can you pay my phone bill?"
SHOCK OF "100 THOUSAND TL DEBT" AFTER HIS DEATH
After Dülkar passed away on November 2, 2024, his wife Sultan Dülkar was informed at the bank that there was a loan debt of 100 thousand TL. It was noted that the loans were taken out via electronic banking, although Dülkar used a keypad phone. According to allegations, a smartphone was first purchased with Dülkar's money, and then his accounts were accessed to carry out transactions.
MONEY TRANSFERS AND GOLD PURCHASES FROM THE ACCOUNT
Investigations revealed that 41,600 TL was transferred from İlhan Dülkar's account to the account of nursing home staff member Osman Kaya, and 4,000 TL to the account of institution staff member A.Ö. Additionally, it was alleged that gold worth 76,000 TL was purchased using the bank card. It was reported that after Dülkar's death, no valuable items were handed over to the family, and when his daughter asked about commemorative gold coins, she was given the response, "Brother İlhan cashed them in before he died."
ALLEGATION OF "AT LEAST 6 ELDERLY PEOPLE WERE SCAMMED"
It was stated that Sultan Dülkar applied to the Ankara Chief Public Prosecutor's Office to file a complaint, expressing in her petition her belief that many elderly and dependent individuals staying at the nursing home had been similarly deceived and their accounts emptied.
ALLEGATIONS OF "NEPOTISM" AND IRREGULARITIES
According to İsmail Saymaz, it was alleged that Osman Kaya, who worked as a social worker at the nursing home, was appointed as acting director of the institution through the "nepotism" of his wife Gülizar Kaya, an AK Party Altındağ Municipal Council member and Women's Branch President. It was reported that after the appointment, allegations of "mobbing", "irregularities in purchases", and "falsifying expenses of deceased individuals by collecting fake invoices" emerged, along with complaints that guardianship was obtained over elderly individuals whose families did not take care of them, and their money was taken.
DIRECTOR REMOVED FROM DUTY, INVESTIGATION LAUNCHED
It was stated that the Ministry of Family and Social Services launched an investigation into the matter, and an inspector was assigned to Elmadağ Nursing Home on December 13, 2024. It was learned that, following the investigation and disciplinary process, Osman Kaya was removed from his directorial position in November 2025, but was not dismissed and continues his duty as a social worker at the Saray Barrier-Free Life, Care, and Rehabilitation Center in Ankara’s Pursaklar district.
