As of today, the Ministry of Trade has implemented the "authorization verification" application through the Electronic Advertisement Verification System (EİDS) for vehicle advertisements. In a written statement from the ministry, it was reported that efforts to prevent unregistered commercial activities in the second-hand automotive sector and to continue the work aimed at preventing misleading, deceptive, or fake vehicle advertisements published through unidentified memberships on electronic advertisement platforms, as well as speculative price increases and consumer grievances, are being carried out with determination.

FAKE VEHICLE ADVERTISEMENTS WILL NOT BE ALLOWED

It was noted in the statement that with the regulations made in this direction, a requirement to obtain an authorization certificate from the ministry has been introduced for those engaged in the trade of second-hand motor vehicles. "In 2024, our ministry has issued second-hand motor vehicle trade authorization certificates to 26,627 businesses. While regulations that encourage and facilitate businesses to obtain second-hand motor vehicle trade authorization certificates are being implemented, on the other hand, commercial activities in the second-hand automotive sector are being closely monitored to prevent unregistered commercial activities," the statement said.

The statement emphasized that in order to prevent fake vehicle advertisements and consumer grievances, an obligation for identity and authorization verification has been introduced for electronic advertisement platforms, and in this context, the establishment of EİDS was reminded.

In this context, it was pointed out in the statement that as of November 1, 2023, identity verification has been conducted for vehicle advertisements, and individuals who do not verify their identity have been prevented from posting advertisements through the platforms. It was stated that the second phase of EİDS, which is the authorization verification, has been implemented as of today, ensuring that vehicle advertisements on the platforms can only be made by the vehicle owner, their first and second-degree relatives, or authorized licensed businesses designated by the vehicle owner.

AUTHORIZATION CAN BE DONE THROUGH E-GOVERNMENT

The statement highlighted that vehicle owners will authorize vehicle gallery businesses to post advertisements through e-Government, and it was noted: Although the authorization verification application for vehicle advertisements has been implemented as of today, a transition period has been foreseen until April 1. Thus, until this date, vehicle advertisements can still be posted without completing the authorization verification process, but after the transition period ends, authorization verification will become mandatory for vehicle advertisements. Therefore, as of April 1, vehicle advertisements cannot be posted on advertisement platforms without authorization verification, and vehicle gallery businesses without a second-hand motor vehicle trade authorization certificate will not be able to enter advertisements. The obligations for identity and authorization verification imposed on advertisement platforms by our ministry aim to prevent fake and deceptive advertisements, speculative price increases caused by these advertisements, consumer grievances, and unregistered gallery activities. This regulation also covers advertisements made in electronic environments, including social media, and all vehicle advertisements made in electronic environments are meticulously monitored in accordance with the relevant regulatory provisions.
