Önder Kahveci, the President of Türkiye Kamu-Sen, announced that prior to the collective bargaining negotiations starting on August 1, they are demanding a compensation increase of 7,500 TL for civil servant and retiree salaries for the year 2026, a 30% raise for the first six months, a 20% raise for the second six months, and an additional 10% share of welfare.

The President of Turkey Public-Sen, Önder Kahveci, announced detailed demands regarding civil servant and pensioner salaries and social rights before the 8th Term Collective Bargaining negotiations, which will start on August 1. Kahveci stated that they are requesting a compensation increase of 7,500 TL for civil servant and pensioner salaries as of January 2026.

COMPREHENSIVE SALARY DEMAND FOR 2026 AND 2027

Kahveci's salary increase expectations are as follows:

  • A request for a 30% increase for the first 6 months of 2026 and a 20% increase for the second 6 months,
  • Additionally, a 10% welfare share on top of the January 2026 increase,
  • For 2027, a request for a 20% plus 10% increase in January and July, along with another 10% welfare share on the January increase,
  • It is requested that the inflation difference be paid starting from the month when the proportional increase of the CPI exceeds.

Accordingly, Turkey Public-Sen is demanding a 92.3% increase including welfare share for the lowest grade civil servant salary and an 88.6% increase for the average civil servant salary in 2026. For 2027, they are requesting a 45.2% increase for all salaries including welfare share.

ADDITIONAL DEMANDS: RENT ASSISTANCE, 3600 ADDITIONAL INDICATOR, TAX REDUCTION

Other important demands announced by Önder Kahveci include:

  • Rent assistance: Monthly rent support of 20,000 TL for public employees who do not benefit from housing,
  • Metropolitan compensation: An additional payment of 6,000 TL per month for civil servants working in metropolitan areas,
  • Additional indicator: The right to a 3600 additional indicator for all public officials reaching the 1st degree,
  • Income tax: Fixing the income tax rate for public employees at 15%,
  • Holiday bonus: Providing a holiday bonus to all public officials twice a year,
  • Additional payment regulation: Reflecting the additional payment given in 2023 to retirees as well.

TARGET FIGURES FOR SALARIES

If these demands are met, according to Kahveci:

  • The lowest civil servant salary will rise to 84,704 TL by the end of 2026 and to 122,991 TL by the end of 2027.
  • The average civil servant salary will be 101,060 TL in 2026 and 146,740 TL in 2027.

Kahveci also emphasized the need to expand the rights of public employees and establish a collective bargaining system in accordance with ILO norms, drawing attention to the importance of a participatory and effective union system that includes the right to strike and political participation.
