The Justice Commission of the Grand National Assembly of Turkey (TBMM) discussed and approved the proposal to amend the Highway Traffic Law. According to the accepted proposal, individuals who drive despite having their licenses revoked will face an administrative fine of 200,000 TL, while drivers who exit their vehicles with the intent to attack in traffic will be fined 180,000 TL. Their driving licenses will be suspended for 60 days, and their vehicles may be banned from traffic for 30 days.

4 THOUSAND LIRA FINE FOR ILLEGAL PLATES
Drivers who use plates that do not comply with the specified qualities or dimensions in the regulation, or who do not use the required number of plates, will be fined 4 thousand lira. These vehicles will be banned from traffic until their plates are brought into compliance. Drivers who change their plates in a way that causes them to be read differently or not at all will face an administrative fine of 140 thousand lira, and the vehicle will be banned from traffic for 30 days. Drivers using a registered vehicle without a license plate will be fined 46 thousand lira, and their driving licenses will be revoked for 30 days, and the vehicle will be banned from traffic for 30 days.
75 THOUSAND TL FINE FOR THOSE WITHOUT TACHOGRAPHS AND SPEED LIMITERS
Drivers who do not have the required equipment specified in the regulation will be fined 1 thousand lira, while those who do not have or use tachographs and speed limiters will be fined 75 thousand lira each. Those who do not comply with the provisions regarding tachograph usage as regulated will face a fine of 3 thousand lira, those who do not comply with the provisions regarding device settings and calibration will face a fine of 10 thousand lira, and those who do not comply with the provisions regarding record retention will face a fine of 20 thousand lira.
If a driver exceeds the specified daily continuous driving time by up to one hour, they will be fined 1 thousand lira; if they exceed this time by more than one hour, they will be fined 3 thousand lira. If the total daily driving time is exceeded by up to one hour, a fine of 3 thousand lira will be imposed; if it is exceeded by one hour to three hours, a fine of 5 thousand lira will be imposed; and if it is exceeded by three hours or more, a fine of 10 thousand lira will be imposed.
THOSE WHO EXCEED THE SPEED LIMIT ARE IN TROUBLE
Those who exceed speed limits within residential areas will face administrative fines ranging from 2 thousand to 30 thousand TL, while those who exceed speed limits outside residential areas will also face fines in the same range. Those who violate the speed limit within residential areas by 46-55 kilometers/hour will have their driving licenses revoked for 30 days, those who violate it by 56-65 kilometers/hour will have their licenses revoked for 60 days, and those who exceed 66 kilometers/hour will have their licenses revoked for 90 days.
Drivers who do not give way to vehicles with the right of way as specified in the regulation will be fined 15 thousand lira. Drivers who do not clear the way for emergency vehicles, vehicles carrying injured or emergency patients, and vehicles fighting forest fires after receiving audible or visible signals will be fined 46 thousand lira, their driving licenses will be revoked for 30 days, and their vehicles will be banned from traffic for 30 days.
200 THOUSAND TL FINE FOR DRIVING WITHOUT A LICENSE
Those who drive motor vehicles without a driver's license will be fined 40 thousand lira, and those who drive motor vehicles despite their driver's license being temporarily or provisionally revoked by courts or public prosecutors, or by authorized officials as specified in the law, will face an administrative fine of 200 thousand lira.
180 THOUSAND TL FINE FOR DRIVERS WHO GET OUT OF THEIR VEHICLES TO ATTACK
Those who obstruct traffic, drive their vehicles in the opposite direction, or stop their vehicles on the road in a way that partially or completely obstructs the flow of traffic with arbitrary movements while driving in a convoy or individually will be fined 90 thousand lira each. Drivers who persistently follow another vehicle with the intent to attack or get out of their vehicle for this purpose will face an administrative fine of 180 thousand lira, their driving licenses will be revoked for 60 days, and their vehicles may be banned from traffic for 30 days.
The administrative fine for drivers found to be driving with a blood alcohol level above 0.50 promille will be increased from 700 lira to 25 thousand lira. For those whose driver's licenses are revoked due to driving under the influence of alcohol, if the violation occurs a second time, the administrative fine will be increased from 877 lira to 50 thousand lira. These drivers will face an administrative fine of 150 thousand lira if the violation occurs three times or more. Drivers found to have used drugs or stimulants will face an administrative fine of 150 thousand lira, and their driver's licenses will be revoked. Additionally, the provisions of the Turkish Penal Code will be applied to these individuals.
