The government is preparing to announce a wage proposal for 600,000 public workers. Minister of Labor and Social Security Vedat Işıkhan stated that they will present the second proposal this week.
The negotiations for the 2025 Public Collective Labor Agreement Framework Protocol, which concerns nearly 600,000 public workers, are continuing intensively between labor unions and the government.
Minister of Labor and Social Security Vedat Işıkhan answered questions regarding the second wage proposal that approximately 600,000 public workers are waiting for. Minister Işıkhan announced that they will present the second proposal this week.
TÜHİS' FIRST PROPOSAL WAS DISAPPOINTING
In the first official meeting held on June 13, the Turkish Heavy Industry and Service Sector Public Employers' Union (TÜHİS), representing public employers, presented the first wage proposal for 2025.
Accordingly:
- 16% for the first 6 months of 2025,
- 8% for the second 6 months,
- 7% for the first 6 months of 2026,
- and 5% for the second 6 months were proposed.
The workers' side rejected this proposal, finding it insufficient and unrealistic in terms of both wage increase and social rights.
WHAT DO WORKERS WANT
The workers demand that the daily minimum wage be raised to 1800 TL for 2025, followed by a 50% increase for the first 6 months, 25% for the second 6 months and the first 6 months of 2026, and an additional 10% welfare share for other periods.
THE AGREEMENT DOES NOT ONLY AFFECT PUBLIC WORKERS
The Public Collective Labor Agreement Framework Protocol affects not only public workers but also a wide range from civil servants' collective bargaining negotiations to collective labor agreements in the private sector. The 8th Term Collective Agreement negotiations, which concern approximately 4 million civil servants and 2.5 million retired civil servants, are also part of this process.
