The fees for establishing an alcoholic beverage facility that will be valid in the new year have been announced.

The Ministry of Agriculture and Forestry's Regulation on the Technical Requirements, Establishment, Operation, and Inspection of Alcohol and Alcoholic Beverage Facilities, regarding the implementation of Article 21, was published in the Official Gazette's 2nd repeated issue.

According to the regulation, the fixed fee for obtaining a facility establishment permit is at least 102,154 lira for beer, at least 27,231 lira for wine and flavored wine with a capacity of 20,000 liters/year or less, and at least 68,094 lira for a capacity of more than 20,000 liters/year, and at least 340,500 lira for flavored wine-based beverages and flavored wine cocktails.

ONE QUARTER OF THE FEE WILL BE COLLECTED WHEN THE PERMIT DOCUMENT IS ISSUED

The fee for the facility establishment permit will be calculated based on the project capacity as 102.07 lira per 1,000 liters for beer, 170.15 lira for wine and flavored wine, 547.94 lira for flavored wine-based beverages and flavored wine cocktails, and 1,157.58 lira for distilled alcoholic beverages annually. One quarter of the calculated fee will be collected when the facility establishment permit document is issued, and the remaining balance will be collected later.

On the other hand, the fixed fee for production permits is at least 102,154 lira for beer, at least 27,231 lira for wine and flavored wine with a capacity of 20,000 liters/year or less, and at least 68,094 lira for a capacity of more than 20,000 liters/year, and at least 340,500 lira for flavored wine-based beverages and flavored wine cocktails. The production permit fee will be calculated as the same as the facility establishment permit fee for its own project.

547 LIRA PER 1000 LITERS FOR MODIFICATION PERMIT FEE

The project modification permit fee will be collected before the permit is granted, calculated as twice the facility establishment permit fee for flavored beer, excluding semi-sparkling wine and fruit wine, when adding a subcategory within the same category to the existing production and for capacity increase, based on 1,000 liters annually.

In beer facilities, for the production of flavored beer, at least 204,310 lira will be charged, and in wine facilities, for the production of semi-sparkling wine and fruit wine, at least 340,500 lira will be charged separately, with a project modification permit fee of 547.94 lira per 1,000 liters based on the project capacity.

SERVICE FEES FOR ALCOHOL AND ALCOHOLIC BEVERAGES IN DOMESTIC AND FOREIGN TRADE

Additionally, the "Regulation on the Procedures and Principles Regarding the Domestic and Foreign Trade of Alcohol and Alcoholic Beverages" was also published in the Official Gazette regarding the implementation of Articles 14 and Temporary Article 5.

With this regulation, the service fees to be applied in the domestic and foreign trade of alcohol and alcoholic beverages for the year 2025 were determined. Accordingly, the service fee is 101.21 lira per 1,000 liters for beer, 168.62 lira for wine, sparkling wine, and flavored wine, 607.21 lira for flavored beer, semi-sparkling wine, fruit wine, flavored wine-based beverages, and flavored wine cocktails, and 1,084.29 lira for distilled alcoholic beverages.

The fixed fee for the distribution authorization document is at least 204,302 lira for beer, at least 408,601 lira for flavored beer, at least 54,487 lira for wine, sparkling wine, and flavored wine with a volume of 20,000 liters or less, and at least 136,193 lira for a volume of more than 20,000 liters, at least 340,509 lira for semi-sparkling wine, fruit wine, flavored wine-based beverages, and flavored wine cocktails, and at least 489,305 lira for distilled alcoholic beverages on a category basis.

The fee for the distribution authorization document will also be calculated based on the volume, at 204.23 lira per 1,000 liters for beer, 340.39 lira for flavored beer, 340.39 lira for wine, sparkling wine, and flavored wine, 1,095.88 lira for semi-sparkling wine, fruit wine, flavored wine-based beverages, and flavored wine cocktails, and 1,957.21 lira for distilled alcoholic beverages on a category basis.

The renewal fee for the distribution authorization document was determined to be 37,430 lira separately for each category and subcategory.

ETHYL ALCOHOL AND METHANOL PRODUCTION

The Ministry's "Regulation on the Production of Ethyl Alcohol and Methanol and the Procedures and Principles Regarding Domestic and Foreign Trade" was also published in the Official Gazette regarding the implementation of Articles 25 and 26.

According to the regulation, the fees for the documents obtained regarding the production and domestic and foreign trade of ethyl alcohol and methanol are as follows: the fee for the facility establishment suitability document is 386.79 lira per 1,000 liters of project capacity, the production and activity suitability and distribution suitability documents are 322,242 lira each, and the renewal fee for the distribution suitability document is 38,635 lira.

The service fees for the obtained documents are determined as 792.53 lira per 1,000 liters for ethyl alcohol and alcoholic mixtures in packages of 20 liters or smaller, 322.33 lira per 1,000 liters for ethyl alcohol in packages larger than 20 liters and bulk ethyl alcohol, and 135.16 lira per 1,000 liters for fuel bioethanol.

The regulations will come into effect on January 1, 2025.
