He completed his primary, secondary, and high school education in Elazığ. He passed the Kaymakamlık Exam organized by the Ministry of Interior and started his duty as an Elazığ Kaymakam Candidate on May 29, 2000, successfully completing the training and internship programs prepared during his three-year Kaymakam Candidate period. During the same period, he served as the Deputy Kaymakam in Adıyaman-Besni, Adana-Karaisalı, and Malatya-Kale. After completing foreign language training organized at Ankara University in 2001, he completed a six-month foreign language training program in England. He successfully completed his master's degree with a thesis titled "The Principle of Legality in Crimes and Offenses" in the Department of Public Law at Erzincan University Institute of Social Sciences. In 2003, he was appointed to the Kaymakamship of Bursa-Harmancık. He later served as Kaymakam in Malatya-Arguvan, Karaman-Ermenek, Erzincan-Tercan, Muğla-Ula, Deputy Governor of Kahramanmaraş, and Kaymakam of Kahramanmaraş-Türkoğlu and Kahramanmaraş-Elbistan. During his tenure as Kaymakam of Türkoğlu, he was assigned by the Ministry of Interior to establish a accommodation center prepared for the stay of Syrian citizens in Kilis and worked there for one month. He also played a role in the establishment of a tent city/accommodation center prepared for the stay of Syrian citizens in Kahramanmaraş and served as its manager for one year. He participated in training and research activities in Japan between July 1-23, 2017, as part of the "Capacity Development Project for Local Administrators in Local Development" organized by the Ministry of Interior and the Japan International Cooperation Agency (JICA). During this period, he had the opportunity to examine Regional and Local Development, Disaster Management, and Japan's Administrative Structure in Kobe, Kushimoto, Tokyo, Sapporo, and Otaru.
