The President of the Energy Efficiency Association, Ahmet Erdem, stated in his evaluation that Turkey transitioned to a permanent daylight saving time application with a Cabinet Decision in 2016, aiming to maximize the use of daylight.
Erdem expressed that within the scope of studies conducted on the effects of the application, Istanbul Technical University (ITU) scientifically examined the impacts of time changes, noting that significant economic and environmental benefits were achieved with the fixed time application.
Erdem mentioned that there are many studies indicating that time changes have psychological and sociological effects on people, such as anxiety and stress, and stated, "In light of these studies, it is seen that the fixed time application positively contributes to people's hormonal balance. According to the Ministry of Energy and Natural Resources, since the start of the fixed daylight saving time application in October 2016, savings of over 20 billion lira equivalent to 11 billion kilowatt-hours of energy have been achieved." he said.
WINTER TIME APPLICATION IS DIFFERENT IN EVERY COUNTRY
Recalling that a proposal was made to the European Parliament in 2018 to end the winter time application, which started in Europe in 1980, Erdem shared information about time changes worldwide.
Erdem pointed out that Japan, China, South Korea, India, the Arabian Peninsula, and South American countries have never adopted the winter time application, and continued:
"In the winter time application in North America and European countries, it is observed that countries prefer the meridian time that passes as far east as possible. In our country, when determining the most suitable time zone, indicators such as geographical location and urbanization rate were taken into account. Today, it is seen that in cities like Paris, Berlin, London, and Amsterdam, sunrise occurs between 07:00 and 07:30, with school start times at 08:00 and work start times at 08:30."
PROVINCIAL GOVERNMENTS ARE AUTHORIZED IN TIME APPLICATION
Erdem noted that in Turkey, sunrise in Iğdır starts at approximately 06:40, and in Ankara, which is considered the population center, the sun rises at about 07:25, stating, "In Istanbul, sunrise occurs at 07:37. Work hours generally start at 08:30. While single education in our education system is applied between 09:00 and 15:00, dual education takes place between 07:30 and 18:30." he evaluated.
Erdem reminded that provincial governments are authorized in determining lesson hours and work start times on a provincial basis in Turkey, stating, "It is of great importance to consider sunrise and sunset times and social conditions when planning work hours and lesson times in schools."
