The details of the latest "temporary ceasefire" proposal presented by Steve Witkoff, the U.S. President Donald Trump's Special Representative for the Middle East, and accepted by Israeli Prime Minister Netanyahu have emerged. The text states that negotiations for a "permanent ceasefire" will continue during the "temporary ceasefire" period; however, it is noteworthy that no guarantee is provided regarding the end of the war and the "permanent establishment of the ceasefire."
The text of the ceasefire agreement presented by the United States to Israel and Hamas drew attention due to the lack of guarantees regarding the end of the war and the "permanence of the ceasefire."
While Israel's ongoing attacks on Gaza since October 7, 2023, have caused significant destruction, a critical development occurred regarding efforts to restore the ceasefire agreement between the parties.
NETANYAHU ACCEPTED
According to reports in the Israeli press, Israeli Prime Minister Netanyahu announced that he accepted the ceasefire proposal for Gaza presented by the U.S. Special Envoy to the Middle East, Witkoff.
THE WHITE HOUSE CONFIRMED
White House spokesperson Caroline Leavitt stated at a press conference that U.S. President Donald Trump and the U.S. Special Envoy to the Middle East, Steve Witkoff, presented a ceasefire proposal supported by Israel to Hamas.
Leavitt thus confirmed the claims in the media that Israeli Prime Minister Benjamin Netanyahu accepted the ceasefire proposal.
"IF HAMAS ACCEPTS, YOU'LL HEAR IT FROM TRUMP OR WITKOFF"
White House spokesperson Caroline Leavitt also said, "Israel approved and supported this proposal before it was sent to Hamas. Discussions are ongoing, and we hope to achieve a ceasefire in Gaza, allowing all hostages to return home. This has been a priority for our administration from the beginning. I will not comment further on the ongoing process." Leavitt also stated that she had no information on whether Hamas accepted the proposal, adding, "If Hamas accepts and the ceasefire goes into effect, you will hear it directly from me, President (Trump), or Special Envoy Witkoff."
THE FULL TEXT OF THE CEASEFIRE AGREEMENT HAS EMERGED
Meanwhile, the full text of the ceasefire agreement presented by the U.S. to Hamas and Israel has also emerged. The text noted that while negotiations for a "permanent ceasefire" would continue during the "temporary ceasefire," there was no guarantee regarding the end of the war and the "permanence of the ceasefire."
According to Al Arabiya's report, the items of the proposal are as follows:
"1. Duration of the ceasefire: The ceasefire will be implemented for a period of 60 days. U.S. President Donald Trump will guarantee that Israel will comply with this period.
2. Release of hostages: Of the 58 Israeli hostages, 10 live and 18 deceased Israeli hostages will be released in 2 phases. On the first day, 5 live and 9 deceased hostages will be handed over. The remaining 5 live and 9 deceased will be released on the 7th day.
3. Humanitarian aid access: Humanitarian aid flow to Gaza will begin immediately after Hamas accepts the ceasefire. All commitments for aid to civilians will be fulfilled during the ceasefire and delivered through established channels such as the United Nations (UN) and Red Crescent.
4. Israeli military attacks will cease: Israel will stop all attacks in Gaza when the agreement comes into effect. Military and surveillance flights over Gaza will be suspended for 10 hours a day, which will be extended to 12 hours on hostage exchange days.
5. The Israeli army will reposition:
a) Day 1: After the first group of hostages is released, the Israeli army will reposition in northern Gaza and the Netzarim Corridor according to humanitarian aid plans and previously agreed maps.
b) Day 7: After the second group of hostages is released, a similar repositioning will occur in southern Gaza.
c) Final Borders: Technical teams will finalize the repositioning areas through discussions.
6. Start of negotiations for a permanent ceasefire:
Negotiations will begin on the first day under the supervision of guarantor mediators, and the following topics will be addressed:
a) Conditions for the release of remaining hostages in exchange for Palestinian prisoners.
b) Withdrawal of Israeli soldiers from Gaza and long-term security arrangements.
c) Proposals regarding post-conflict governance and arrangements in Gaza.
d) Official declaration of a permanent ceasefire.
7. Presidential commitment: The President (Trump) expects the agreement to be fully adhered to and that successful negotiations within the 60-day period will lead to a permanent solution.
8. Release of Palestinian prisoners: In exchange for the release of 10 live Israeli hostages held in Gaza, Israel will release 125 Palestinian prisoners serving life sentences and 1,111 individuals detained in Gaza after October 7, 2023.
Additionally, in exchange for the remains of 18 Israeli hostages, Israel will hand over the remains of 180 Palestinians from Gaza. These exchanges will take place in two phases on the first day the ceasefire comes into effect and on the 7th day following it, and will be conducted without ceremony.
9. Information sharing and remaining hostages:
a) Hamas will provide detailed information about the status of all remaining hostages on the 10th day, including health status or death confirmations.
b) In return, Israel will share information about Gazan hostages detained since October 7 and Palestinians who died in custody.
c) Hamas will guarantee the safety and health of the hostages during the ceasefire.
10. If a permanent ceasefire is agreed upon within 60 days, living Israeli hostages will be released, and the remains of all deceased hostages will be handed over.
Otherwise, as long as constructive negotiations continue, the ceasefire period may be extended by mutual agreement of the parties.
11. The U.S., Egypt, and Qatar will act as guarantors to ensure the ceasefire for 60 days and any possible extension.
12. These countries will oversee the continuation of serious negotiations for a permanent ceasefire agreement and assist in completing the necessary arrangements.
13. U.S. Special Envoy Steve Witkoff will lead the negotiations to be conducted on the ground and finalize the agreement."
