The Ministry of Treasury and Finance will notify taxpayers who make high-value luxury expenditures but do not report appropriate income. 16,300 taxpayers are under surveillance, and the aim is to ensure tax justice.

The Ministry of Treasury and Finance Tax Audit Board (VDK) will notify taxpayers who are company partners, make high-value luxury expenditures, but do not report income accordingly.

According to information obtained from the Ministry, the VDK continues its monitoring and compliance program for taxpayers in the high-income group. In this context, it will notify and invite to a meeting those taxpayers who are partners in large-scale companies, made high-value luxury expenditures in 2025, but did not report any income or whose reported income is inconsistent with their expenditures. The number of taxpayers identified by the VDK Risk Analysis Center in this framework has reached 16,300.

FOCUS ON TAXPAYERS LIVING A LUXURIOUS LIFE

In the first phase of the program, the focus was on taxpayers who are partners in large-scale joint-stock and limited companies, live a luxurious life despite their companies not distributing profits, have a living standard that does not match their income level, do not file income tax returns, or even if they do, there is a discrepancy between the income they declare and their expenditures. Identified individuals will be warned regarding their tax obligations.

In another aspect of the monitoring program, individuals who do not have any company partnerships but are among the customers of luxury goods such as luxury cars, real estate, luxury watches, jewelry, bags, luxury vacations, combined match tickets, boxes, high-priced concerts, boats, yachts, and other luxury consumption goods have come under scrutiny. According to analyses, taxpayers whose income level cannot explain the source of this consumption will be informed about their tax obligations.

INCONSISTENT TAXPAYERS ARE BEING REFERRED FOR INVESTIGATION

With the High Income Groups Monitoring and Compliance Program initiated in 2025, the VDK has scrutinized 10,000 taxpayers who are partners in large-scale companies and did not submit income tax returns for the 2023-2024 period, whose potential income and expenditure levels are inconsistent with their tax declarations. Taxpayers under monitoring had made a tax base increase of 15 billion lira. Following the monitoring work and taxpayer meetings, investigations continue for those taxpayers who were found to be risky and did not take any action.

Minister of Treasury and Finance Mehmet Şimşek stated that the fight against the informal economy has been expanded using new analytical methods, saying, "The identification and monitoring of taxpayers who, despite having high incomes, do not make appropriate declarations and notifications is of great importance for ensuring tax justice. These efforts aim to protect the rights of taxpayers who pay their taxes correctly and on time and to effectively combat informality.
