It was stated that the suspects demanded bribes from complainants regarding hotel renovations, construction start permits, and occupancy applications through Mayor Niyazi Nefi Kara's nephew and Private Secretary H.C.G., and that they did not issue permits without receiving bribes. They allegedly provided unjust benefits by issuing fake invoices as if services or goods were purchased from front companies established for the Manavgat Municipality, its affiliated enterprises, and the Manavgat Municipality Sports Club, thus transferring approximately 800 million TL to their accounts.

In the footage, C.C. is heard saying to Deputy Mayor M.E.T, "There’s also something here, bro. The thing underneath."
