The registration date for the National Vehicle Identification System has been extended to January 31, 2025. Those who register by December 31, 2024, will benefit from the old equipment prices. Due to the intense activity related to the transition to the National Vehicle Identification System (UTTS), the registration date for the system has been renewed to January 31, 2025, to prevent taxpayers from being victimized. Those who register in the system until December 31, 2024, will not be affected by the price increase of the equipment that will occur at the end of the year.
DECISION HAS COME INTO FORCE
The "Communiqué on Amendments to the General Communiqué on the Implementation of the National Vehicle Identification System," prepared by the Revenue Administration of the Ministry of Treasury and Finance (GİB), has been published in the Official Gazette and has come into force.
The Presidency made some changes to the application principles within the scope of UTTS, which was established to ensure competition equality in the fuel market and to effectively combat the informal economy.
MANDATORY DATES HAVE CHANGED
Vehicle owners and fuel station operators within the scope of the system were required to register in the system and install the necessary equipment on their vehicles and stations by December 31, 2024, at the latest.
With the communiqué, the final registration date for the system has been renewed to January 31, 2025. Since the equipment prices will be updated based on the Producer Price Index (ÜFE) increase rate at the end of the year, those who register in the system through "utts.gov.tr" until December 31, 2024, will benefit from the prices valid for 2024.
ADVANTAGES FOR VEHICLE OWNERS
If vehicle owners register by December 31, 2024, those who place orders with the Vehicle Identification Unit (TTB) will pay at 2024 prices, will have the right to complete the installation process by April 30, 2025, and will continue to use the fuel expenses not incurred through UTTS for tax deductions until that date.
If registration is made between January 1-31, 2025, the prices for 2025 will be valid. Installation processes can be completed by April 30, 2025. The practice of using fuel expenses not incurred through UTTS for tax deductions will continue until that date.
Currently, there is no obligation to install TTB for individual vehicles. However, starting from July 1, 2025, new vehicles that will be put on the road must have TTB installed by those who market these vehicles or by their importers and manufacturers. In case of a change in the license plates or owners of these vehicles, there is no obligation to change the TTB.
CONDITIONS FOR FUEL STATION OPERATORS
For fuel station operators, if registration is made by December 31, 2024, the service fee for 2024 will be valid. Installation processes can be completed by April 30, 2025, and during this period, no penal sanctions will be applied for this reason.

WHAT DOES THE NEW REGULATION BRING?
Starting from July 1, 2025, new vehicles that will be put on the road will be marketed with TTB by their importers or manufacturers. Portable devices in the current vehicle identification systems will be replaced with TTB. Thus, standardization will be achieved, and irregularities will be prevented. With TTB, it will be possible to purchase fuel from different fuel companies. In the transfer of vehicles within the scope to individual users, there will be no need to acquire a new device. Thanks to UTTS, the fuel expenses of 8 million vehicles will be electronically monitored, preventing at least 15 billion lira of informality annually.
Currently, 4,000 technicians are installing equipment on vehicles at 1,500 TTB installation stations across the country. In the equipment preparations at fuel stations, 450 technical services and 2,000 personnel are involved. The number of registered stations in the system has exceeded 4,000 in recent weeks, and TTB orders have surpassed 1.1 million. With the new regulation, it is expected that TTB orders will reach 2 million and the number of registered stations will exceed 8,000 by the end of the year.
AMORTIZATION PERIOD HAS BEEN SHORTENED
Additionally, the "Communiqué on Amendments to the General Communiqué of the Tax Procedure Law" has also been published in the Official Gazette and has come into force. With the communiqué, companies have been given the opportunity to choose an amortization rate of up to 50% for Vehicle Identification Systems, allowing expenses to be written off in 2 years under UTTS.
