The General Assembly of the Turkish Grand National Assembly (TBMM), convened for the HSK member elections, was marked by a tense atmosphere. After the session, which was presided over by TBMM President Numan Kurtulmuş, the CHP group requested a roll call. In response, Kurtulmuş paused the session. After the break, Kurtulmuş stated that he had been granted the authority to conduct the roll call and accepted the CHP's request to open a procedural debate before proceeding with the discussions.
The session, during which the elections for the members of the Judges and Prosecutors Council (HSK) will be held among the 15 candidates determined by the Constitutional and Justice Joint Committee in the Grand National Assembly of Turkey (TBMM), started with tension.
REACTION FROM CHP GROUP TO KURTULMUŞ
The CHP group reacted to the fact that TBMM President Numan Kurtulmuş did not assign a duty to CHP Deputy Speaker of the TBMM Gülizar Biçer Karaca, who read the Constitutional Court's (AYM) decision regarding the violation of rights stating that the process of dismissing Turkey Workers' Party (TİP) Hatay Deputy Can Atalay was null and void in the TBMM General Assembly on April 16.
DISCUSSION ON "DECISION QUORUM"
Just before the session, which was presided over by Kurtulmuş himself, CHP Group Deputy Chairman Ali Mahir Başarır and some CHP deputies objected, claiming that there was no 'decision quorum' in the General Assembly. However, Kurtulmuş continued the session by observing the hall and stating, "I see that there are enough deputies in the General Assembly."
BREAK IN THE SESSION
As similar reactions came from other opposition parties, Kurtulmuş gave a 10-minute break. After the break, when Kurtulmuş opened the meeting without taking attendance, the CHP requested a procedural discussion.
PROCEDURAL DISCUSSION INITIATED
Kurtulmuş stated that according to Article 57 of the TBMM Internal Regulations, the TBMM President has the discretion regarding attendance and proceeded to discussions. After the discussions began, Kurtulmuş accepted the request for a procedural discussion and granted the floor to three CHP deputies for off-agenda speeches.
