The claim that those who retire in 2025 will receive lower monthly pensions compared to those who retire in 2024 has recently come to the agenda. In a statement regarding the issue, AK Party Group Chairman Güler said, "Currently, there is nothing that has been turned into a legislative proposal. Our ministry is continuing its work on this matter. It is necessary to prepare a report on what kind of impact may arise from inflation between 2024 and 2025. Based on that, a fair and balanced solution can be proposed."

AK Party Group Chairman Abdullah Güler made evaluations ahead of the 28th Term 3rd Legislative Year, which will start on Tuesday, October 1.



Güler stated that the proposals for the 2025 Central Government Budget Law and the 2023 Central Government Final Account Law will be submitted to the Presidency of the Assembly towards the end of October, and that discussions starting in the Plan and Budget Commission in November will continue in the General Assembly in December. Expressing that their aim is to collect more taxes from those who earn more and less from those who earn less, Güler said, "At the same time, we aim to effectively combat the informal economy and present a study in line with the Medium-Term Program..."



"ADDITIONAL TAX" ALLEGATIONS



Denying news about the creation of new tax items, Güler stated, "Such a situation is not the case. Our sole purpose is to contribute positively to this process by working with the bureaucracy of our Ministry of Treasury and Finance to make legal arrangements in every area that will be structurally needed while adhering to the Medium-Term Program." he expressed.



DIFFERENCE IN RETIREMENT PENSIONS



AK Party Group Chairman Güler commented on evaluations regarding the fact that those who retire in 2025 will receive lower pensions compared to those who retire in 2024:



"Currently, there is nothing that has turned into a legislative proposal. Our Ministry of Labor and Social Security is continuing its work on this issue. A report needs to be prepared on what kind of impact inflation may have between 2024 and 2025. A fair, middle-ground solution can be proposed in this regard. However, there is currently no data on what this corresponds to as a numerical value. After these emerge, we can reach a certain point by discussing with the Ministry's bureaucracy."



Regarding the Automatic Enrollment System (AES) transforming into a second-tier retirement system with the contribution of employers, Güler stated, "This should be considered an important study. We need to work a bit more on this in terms of compatibility with our retirement system." Güler mentioned that they could bring this issue to their agenda after the emergence of international scales related to the application after the new year.

"A STRONG REFORM IS NEEDED IN THE RETIREMENT SYSTEM"



Using the expression, "We need to build a more balanced, sustainable system regarding the retirement system, from the monthly pension rates to the premium amounts, premium duration, and retirement age," Güler noted that there is a strong need for a reform that is sustainable in terms of both income and covering expenses, in a simplified manner, from the perspective of the Social Security Institution Presidency. Güler pointed out that the central budget support for this issue has been increasing every year, stating, "It will continue to increase in the coming periods. Because new retirees will be included in the system with the law covering EYT."



"IN SOME CITIES, THE NUMBER OF RETIREES EXCEEDS THE NUMBER OF WORKERS"



Stressing that there are currently around 16 million 150 thousand retirees and about 27 million registered premium-paying employees, Güler emphasized that this balance needs to be improved significantly. Explaining that in some developed countries, the ratio of retirees to workers is around 2.5-3.5 per retiree, Güler pointed out that in some cities in Turkey, the number of retirees exceeds the number of workers.



Güler stated that it would be beneficial to walk a middle path by benefiting from the measures and practices taken by developed countries in this regard, saying, "We need to seriously consult on this issue by taking contributions from all segments. We need to present a reasonable solution for a more just, permanent, balanced, and sustainable retirement system without placing a greater burden on our economy." Güler said that the measures taken today will prevent larger problems in the future.



NEW CONSTITUTION WORKS



Expressing that they need to gift a civil, democratic, pluralistic constitution to the Turkish nation, Güler stated that it is important for political party groups to contribute to this. Güler noted that every segment of society has a responsibility and duty in this regard, and he added:



"If we are to put forward a new constitution text, political parties need to sincerely present a procedure and method to realize this. We will discuss this. We do not have a text at hand, but we will discuss how we can follow the right path to reach this text and how we can sincerely conclude this. By visiting political parties at different times, if we can at least present a thought in terms of procedure and method, hopefully, in the following stages, we can negotiate with every segment of society and gift a civil, democratic, participatory, pluralistic constitution to our nation." he evaluated.



In the new legislative year, Güler stated that they find it valuable to establish a research commission regarding "artificial intelligence" by consulting with opposition parties, saying, "The stage that artificial intelligence has reached, its diversity, characteristics, risks, and the measures to be taken will be researched, and a research commission will be established. We believe it will be very beneficial." he said.
