In the footage, the man living on the upper floors of a multi-story residence is seen stepping out of his apartment window onto a concrete ledge. Holding onto the window sill with his left hand, the reckless voyeur extends his right hand toward his neighbor's balcony.
Without any safety measures or protection, the individual remained in this position for minutes, risking a fall from several meters onto concrete at the slightest loss of balance.
