An agreement was signed between the Syrian government and the terrorist organization YPG/SDF regarding the full integration of the organization into the army and a comprehensive ceasefire. Following this agreement, Syrians took to the streets to celebrate.

Syrian President Ahmed Shara signed an agreement that includes a ceasefire with the terrorist organization YPG/SDG and the full integration of the organization.

According to the agreement, a comprehensive and immediate ceasefire will be declared between the Syrian government forces and YPG/SDG on all fronts and contact lines, all members of the organization will withdraw to the east of the Euphrates, the administrative and military control of Deir ez-Zor and Raqqa provinces will be immediately and completely transferred to the Syrian government, and all civilian institutions in Hasakah province under the organization's occupation will be integrated into Syrian state institutions and administrative structures.

A statement was made by the ministry regarding the agreement reached between the Damascus administration and the terrorist organization YPG/SDG.

It was stated that a ceasefire was declared in the region in line with the agreement reached and that operations against the terrorist organization were halted, and it was emphasized, "We announce that a ceasefire has been declared on all fronts and that combat activities in different conflict areas have been comprehensively halted."

This step was taken to pave the way for the opening of safe corridors for the return of the local population and for state institutions to resume their duties in providing services to citizens.

According to SANA, the full text of the agreement is as follows:

1. As a preliminary step for redeployment, an immediate and comprehensive ceasefire will be declared on all fronts and contact lines between the Syrian government forces and the Syrian Democratic Forces (SDF), and all military units of the SDF will withdraw to the east of the Euphrates River.

2. The administrative and military control of Deir ez-Zor and Raqqa provinces will be completely and immediately transferred to the Syrian government. This includes the transfer of all civilian institutions and facilities, the immediate issuance of decrees for the recruitment of existing employees in the relevant ministries of the Syrian state, and the government's commitment not to take any action against SDF fighters and civilian institution employees in the two provinces.

3. All civilian institutions in Hasakah will be integrated into the institutions and administrative structures of the Syrian state.

4. The Syrian government will take control of all border crossings and oil and natural gas fields in the region by ensuring their protection by Syrian security forces to ensure the return of resources to the Syrian state.

5. Considering the special situation of Kurdish regions, after the necessary security review, all SDF military and security personnel will be fully integrated into the structures of the Syrian Ministry of Defense and the Ministry of Interior as "individuals," and these individuals will be provided with military ranks, financial rights, and logistical requirements.

6. The leaders/leadership of the Syrian Democratic Forces (SDF) commit to avoiding the inclusion of remnants of the former regime in their ranks and to presenting a list of former regime officials in northeastern Syria.

7. As a guarantee of political participation and local representation, a presidential decree will be issued to determine the candidate to be appointed to the position of Governor of Hasakah.

8. The heavy military presence in the Ayn al-Arab (Kobani) region will be withdrawn, a security force composed of the city's residents will be established, and a local police organization under the Ministry of Interior of Syria will be maintained.

9. The administration and facilities responsible for the file of ISIS detainees and camps will be integrated with the Syrian government, thus the Syrian government will assume full legal and security responsibility over them.

10. In order to ensure national partnership, the acceptance of the candidate list presented by the SDF leadership for the appointment of senior military, security, and civilian officials within the central state structure.

11. The welcoming of Presidential Decree No. 13 of 2026, which foresees the recognition of cultural and linguistic rights and the addressing of unresolved issues regarding rights-based and citizenship matters, including claims of stateless persons and property rights accumulated over previous decades.

12. The SDF commits to expelling all PKK leaders and members who are not Syrian from the Syrian Arab Republic to ensure sovereignty and regional stability.

13. The Syrian state commits to continuing the fight against terrorism (ISIS) as an active member of the International Coalition in coordination with the United States to ensure the security and stability of the region.

14. Efforts will be made to reach an agreement regarding the safe and dignified return of the residents of Afrin and Sheikh Maqsoud regions to their homes.

TENSION ON THE FRONTS HAS DECREASED

On the other hand, after the agreement, the tension on the front lines decreased, giving way to calm. In the front line in Raqqa and Tel Abyad, where the Syrian army was conducting operations against the terrorist organization during the day, clashes have stopped and silence prevails.
