Record fines are coming for those who disregard traffic safety. Accordingly, the fine for running a red light, which is 5,000 lira for the first offense, will increase to up to 80,000 lira for repeat offenses. Those using a mobile phone while driving will be fined 5,000 lira. Drivers who weave in and out of traffic will face a fine of 90,000 lira, and those who get out of their vehicles during a traffic dispute will be fined 180 lira.

The draft law amending the Highway Traffic Law, which includes provisions to increase traffic fines and is signed by AK Party members of parliament, has been submitted to the Presidency of the Grand National Assembly of Turkey (TBMM).
With the draft, amendments are being made to the Highway Traffic Law. Accordingly, traffic officers responsible for highways may be assigned as general inspectors, limited to their area of responsibility, if deemed appropriate by the Minister of Interior.
In places where traffic officers are absent or insufficient, the general inspector will be authorized and responsible for regulating traffic and seizing traffic offenses in accordance with the principles and procedures specified in the relevant legislation, based on the area of responsibility.
Vehicles that can be registered electronically will be required to be registered within 3 business days from the date of sale.
In the event of the vehicle owner's death, heirs will be required to apply to the relevant registration authority and obtain a registration certificate in their name within 90 days from the date of death by providing the necessary information and documents.
In registration transactions within this scope, registration will be made as of the date of death. If it is determined that these vehicles are operated on the road without being registered in the name of the heirs after the deadline, the driver will be fined 3,000 lira, and the vehicle will be banned from traffic until it is registered in the name of the heirs.
The administrative fine for drivers who operate vehicles on the roads without obtaining a registration certificate and registration plate will be increased to 46,000 lira. Drivers will also be fined 46,000 lira for using scrapped vehicles.
If a vehicle with a violation is withdrawn from traffic, a traffic registration record will be opened as of the date of withdrawal from traffic, and it will be reported to the relevant tax office.
PENALTIES FOR DRIVING WITHOUT LICENSE PLATES
Drivers who use plates that do not comply with the specified qualifications or dimensions, or who do not use the required number of plates, will be fined 4,000 lira. These vehicles will be banned from traffic until their plates are brought into compliance.
Drivers who change their plates in a way that causes the registration plate to be read differently or not at all will be fined 140,000 lira, and the vehicle will be banned from traffic for 30 days.
Drivers who change their plates in a way that causes the registration plate to be read differently or not at all, two or more times within one year from the date of the last violation, will be fined 280,000 lira each time, and the vehicle may be banned from traffic for 60 days.
Drivers using a registered vehicle without a plate will be fined 46,000 lira, and their driving licenses will be revoked for 30 days, and the vehicle will be banned from traffic for 30 days.
If two or more registered vehicles are used without plates within one year from the date of the last violation, drivers will be fined 140,000 lira each time, their driving licenses will be revoked for 60 days, and the vehicle will be banned from traffic for 60 days.
140,000 LIRA FINE FOR USING FAKE PLATES
Those who use a registration plate belonging to another vehicle, a temporary registration plate not issued by the authorized printing organization, a plate without a registration record, or a fake plate will be fined 140,000 lira, and their driving licenses will be revoked for 30 days, and the vehicle will be banned from traffic for 30 days.
If this situation is violated two or more times within one year from the date of the last violation, a fine of 280,000 lira will be imposed each time, and driving licenses will be revoked for 60 days, and the vehicle will be banned from traffic for 60 days. Additionally, these individuals will be punished for the crime of "Forgery in official documents" under the Turkish Penal Code. Vehicles that are banned will not be returned until their registration plates are brought into compliance.
The operator or owner, regardless of whether the driver is themselves, will be responsible for ensuring that the vehicle registration certificate and registration plates are kept in proper condition on the vehicle and that the vehicle is used in accordance with the specified requirements.
The process of revoking driving licenses will be carried out by the officials designated in the Law. To return the revoked driving licenses, it will be required that all administrative fines imposed under the Law have been collected.
Drivers who misuse temporary traffic documents and temporary registration plates will be fined 46,000 lira. Additionally, temporary documents and plates will be canceled by the traffic officer, and vehicles will be banned from traffic for 30 days. If two or more violations of this article occur within one year from the date of the last violation, a fine of 140,000 lira will be imposed each time, and the vehicle will be banned from traffic for 60 days.
INTERVENTION IN TACHOGRAPHS, TAXIMETERS, AND SPEED LIMITERS WILL BE PROHIBITED
According to their types, characteristics, and purposes of use, vehicles must have the tools specified in the regulation, which are used for carrying loads and motor vehicles with a maximum loaded weight of more than 3,500 kilograms, as well as motor vehicles used in passenger transportation activities under the Metropolitan Municipality Law, Municipal Law, or Highway Transport Law, which have more than 17 seating places including the driver, must have a tachograph, taximeters in vehicles providing taxi services, and speed limiters as specified in the regulation.
For vehicles produced in the years prior to the entry into force of the Law and those exempted from the regulation in terms of the services they provide, the obligation to have and use a tachograph will not be required.
Other than those determined by the Ministry of Industry and Technology, tachographs, taximeters, and speed limiters will not be used in vehicles. It will be prohibited to intervene in tachographs, taximeters, and speed limiters to produce false data or to use devices in that condition.
Drivers of vehicles required to have a tachograph will be prohibited from using a tachograph driver card that is broken or invalid or inserting another driver's tachograph driver card into the tachograph device while driving.
Tachograph driver card holders will be obliged to take necessary measures to prevent others from using their tachograph driver card. The vehicle operator, regardless of whether the driver is themselves, will be required to take necessary measures and supervise the presence of the specified tools, tachographs, taximeters, and speed limiters, and ensure that the driver complies with the specified rules.

PENALTIES OF 75 THOUSAND LIRA FOR THOSE WHO DO NOT USE TACHOGRAPHS
Drivers who do not have the equipment specified in the regulation regarding the quality and quantity of vehicles will be fined one thousand lira, and those who do not have and do not use tachographs and speed limiters will be fined 75 thousand lira each.
Drivers of taxis that do not have and do not use a taximeter will be fined 46 thousand lira.
Traffic inspectors will also be able to check the tachograph records of vehicles through the database to which these records will be transferred and may impose administrative fines for detected violations.
The violations regarding the possession and use of tachographs, device settings and calibration, and the storage of records, the storage of tachograph records, vehicle operation, breaks and rest periods, the responsibilities of drivers and operators, the conditions under which temporary permission will be granted for traffic and/or the conditions under which traffic bans will be applied will be determined by a regulation jointly issued by the Ministry of Industry and Technology and the Ministry of Labor and Social Security, in consultation with the Ministry of Interior and the Ministry of Transport and Infrastructure, within one year from the date of publication of the regulation.
Those who do not comply with the provisions regarding the use of tachographs regulated in the regulation will be fined 3 thousand lira, those who do not comply with the provisions regarding device settings and calibration will be fined 10 thousand lira, and those who do not comply with the provisions regarding the storage of records will be fined 20 thousand lira.
5 THOUSAND LIRA FINE FOR ILLEGAL MODIFICATIONS
The proposal also includes regulations regarding technical modifications to vehicles and their notification.
Accordingly, any modifications made to vehicles in accordance with the legislation must be registered by the operator in the vehicle registration document or records within 30 days. The administrative fine for those who do not comply will be increased from 108 lira to one thousand lira.
Vehicles that have undergone technical modifications in accordance with the legislation will be banned from traffic until it is documented that the modification was made in accordance with the legislation and this situation is registered in the vehicle registration document or records at the relevant registration authority.
It will be prohibited to make modifications to vehicles in violation of the relevant legislation. In case of modifications made in violation of the legislation, the operator will be fined 5 thousand lira and the vehicle will be banned from traffic until it is brought into compliance with the legislation.
If the modification of the vehicle causes noise that disturbs the surrounding environment, the driver using the vehicle will also be fined an additional 16 thousand lira. The vehicle subject to this action will be banned from traffic for 30 days, and it will not be delivered until it is brought into compliance with the legislation at the end of the ban period.
In vehicles where a rear impact protection frame or side protection frame or rollover protective structure is required according to the relevant legislation, if this equipment is not present or does not meet technical requirements, the operator will be fined 16 thousand lira, and the vehicle will be banned from traffic until it is brought into compliance with the legislation.
REGULATIONS FOR THE TRANSPORTATION OF SPECIAL CARGOES
For vehicles that have special characteristics in terms of weight and dimensions, which cannot be transported by other transportation systems and must be transported despite exceeding the transport limit, it will be mandatory to obtain permission from the General Directorate of Highways.
For vehicles that transport special cargoes and are subject to special permission for traffic, a road usage fee will be charged by the institution or organization responsible for the construction, maintenance, and operation of the road.
The road usage fee will be determined and announced by the General Directorate of Highways for each calendar year, taking into account the tonnage per axle, the number of axles, the transport distance, and the fee corresponding to the reduction of the project life of the road.
The procedures and principles for granting permission to vehicles transporting special cargoes and subject to special permission for traffic will be determined by the Ministry of Transport and Infrastructure in consultation with the Ministry of Interior.
If support from traffic inspectors is obtained for the transportation of special cargoes, a service fee of 16 thousand lira will be charged for each day of support, and this fee will be increased each year in accordance with the revaluation rate determined and announced in accordance with the repeated Article 298 of the Tax Procedure Law for the previous year. This service fee will be recorded as income in the general budget.
PENALTIES FOR DRIVING WITHOUT A LICENSE
Those who drive motor vehicles without a driver's license will be fined 40 thousand lira, and those who drive motor vehicles despite their driver's license being temporarily or provisionally revoked by courts, public prosecutors, or authorized officials as specified in the law will be fined 200 thousand lira.
Those who drive motor vehicles despite their driver's license being revoked will also be fined 200 thousand lira. Additionally, the operator who allows the driving of motor vehicles will be fined 40 thousand lira based on the registration plate.
Unless there is a contrary sign on the highways, regulations will be made regarding lane-following rules for vehicles such as trucks and tractors, excluding motorcycles, cars, vans, minibuses, and buses. In this context, drivers will be required to go in the same direction while using vehicles other than motorcycles, cars, vans, minibuses, and buses.
Drivers will be required not to use the left lane except for passing and turning on roads with two lanes, and not to use the second lane from the right except for passing on roads with more than two lanes, and not to use any lane other than the two rightmost lanes except for turning left on roads with more than two lanes.
Additionally, drivers will not be allowed to drive their vehicles in the opposite direction on divided highways within residential areas.
Drivers will not be allowed to drive their vehicles in the opposite direction on highways or divided highways outside residential areas.
Vehicles will not be driven on pedestrian paths, and vehicles other than bicycles and electric scooters will not be driven on bicycle paths and bicycle lanes. 90 THOUSAND LIRA FINE FOR THOSE WHO BLOCK TRAFFIC FLOW
Those who change lanes multiple times in a manner that disrupts or endangers traffic, those who drive their vehicles in the opposite direction on highways or divided highways outside residential areas, and those who stop their vehicles on the highway in a manner that obstructs or endangers the passage of other vehicles while driving in a convoy or individually will be fined 90 thousand lira each.

DRIVERS WHO GET OUT OF THE VEHICLE WILL BE FINED 180 THOUSAND LIRA
Drivers who persistently follow another vehicle with the intent to attack or get out of the vehicle for this purpose will be fined 180 thousand lira, their driving licenses will be revoked for 60 days, and their vehicles may be banned from traffic for 30 days.
Driving licenses of drivers whose licenses are revoked for driving in the opposite direction or for persistently following another vehicle with the intent to attack, or for getting out of the vehicle for the purpose of attack, will be returned after undergoing a psychotechnical evaluation.
Driving licenses of drivers whose licenses are revoked due to non-compliance with the rules regarding the flow of traffic on highways will be canceled if their driving license has been revoked for the second time within the last 5 years from the date of the last violation. Those whose driving licenses are canceled will need to attend driving courses and successfully pass the exams to obtain a motor vehicle driver's certificate.
For these individuals to start training at driving schools, it will be mandatory that the time elapsed since the date of revocation of the driving license is equal to the duration specified in the reasons for revocation, that all administrative fines imposed under the Law have been collected, and that a document showing that there is no obstacle to driving as a result of the psychotechnical evaluation to be conducted is presented to the driving school.
PENALTIES FOR RED LIGHT VIOLATIONS WILL INCREASE GRADUALLY
A 3 thousand lira administrative fine will be imposed on those who do not comply with the warnings and signals of traffic police or other authorized personnel in special uniforms or carrying signs. Drivers who do not comply with traffic lights will be fined 5 thousand lira.
A fine of 1 thousand lira will be imposed on those who do not comply with the matters indicated or shown by traffic signs, devices, and road markings, as well as other rules, prohibitions, obligations, or responsibilities related to traffic safety and order as specified in the regulation.
Penalties for drivers who violate red lights will be increased gradually in case of repeated violations. Drivers who violate red lights will be fined 10 thousand lira for the second violation within 1 year from the date of the last violation, 15 thousand lira for the third violation, 20 thousand lira for the fourth violation, 30 thousand lira for the fifth violation, and 80 thousand lira for the sixth violation.
In inspections conducted while stationary or in motion, those who flee without complying with the "stop" warning despite the police's warnings and signals will be fined 200 thousand lira, and their driving licenses will be revoked for 60 days, and the vehicle will be banned from traffic for 60 days.
Driving licenses of drivers who cause traffic accidents by violating red lights will be revoked for 60 days. Those who are found to have violated the rule of complying with the red traffic signal three times within one year from the date of the last violation will have their driving licenses revoked for 30 days, those found to have violated it four times will have their licenses revoked for 60 days, and those found to have violated it five times will have their licenses revoked for 90 days. The driving licenses revoked in this context will be returned at the end of the revocation period, provided that it is determined that there is no obstacle to obtaining a driving license after undergoing a psychotechnical evaluation.
Driving licenses will be canceled for those who are found to have violated the rule of complying with the red traffic signal six times within one year from the date of the last violation. For those whose driving licenses are canceled under this article, they will need to attend driving courses and successfully pass the exams to obtain a motor vehicle driver's certificate. For these individuals to start training at driving schools, it will be mandatory that all administrative fines imposed under the Law have been collected, at least 1 year has passed since the date of revocation of the driving license, and a document showing that there is no obstacle to driving as a result of the psychotechnical evaluation and examination by a psychiatry specialist is presented to the driving school.
DRIVERS FOUND TO HAVE USED DRUGS WILL HAVE THEIR LICENSES CANCELED
Technical devices or test kits will be used by law enforcement to determine whether drugs or stimulants have been used or to measure the amount of alcohol in the blood.
As a result of the detection, the administrative fine for drivers found to be driving with an alcohol level above 0.50 promille will be increased from 700 lira to 25 thousand lira.
For those whose driving licenses are revoked due to driving under the influence of alcohol, if the violation occurs a second time, the administrative fine imposed will be increased from 877 lira to 50 thousand lira. These drivers will be fined 150 thousand lira in case of three or more repetitions of the violation.
Drivers found to have used drugs or stimulants will be fined 150 thousand lira, and their driving licenses will be canceled. Additionally, the provisions of the Turkish Penal Code will be applied to these individuals.
For those whose driving licenses are canceled to obtain a new driving license, they will need to attend driving courses and successfully pass the exams to obtain a motor vehicle driver's certificate. For these individuals to start training at driving schools, at least 5 years must have passed since the date of revocation of the license, all administrative fines imposed under the Law must have been collected, drivers must pass the psychotechnical evaluation, and a health board report from official health institutions stating that there is no obstacle to driving must be presented to the driving school.
Drivers who do not undergo measurement to determine whether drugs or stimulants have been used or to measure the amount of alcohol in the blood will be fined 150 thousand lira, and their driving licenses will be revoked for 5 years.
To return temporarily revoked driving licenses, it will be required that all administrative fines imposed under the Law have been collected for the relevant person.
If drivers violate the fifth or ninth paragraphs; if they have violated the provisions of Law No. 4925, Law No. 5216, and Law No. 5393 while using vehicles for the transportation of goods and passengers, and if they have committed a total of three violations within the last 5 years from the date of the last violation, their driving licenses will be canceled. Those whose driving licenses are canceled under this paragraph will need to attend driving courses and successfully pass the exams to obtain a motor vehicle driver's certificate.

Those whose driving licenses have been revoked will need to attend driving schools and successfully pass the exams to obtain a motor vehicle driver certificate.
In order for these individuals to start training at driving schools, it is mandatory that the time elapsed since the date of cancellation of the document is equal to the withdrawal periods specified in the reasons for cancellation, all administrative fines imposed under the Law have been collected, drivers have passed the psychotechnical evaluation, and a health board report indicating that there is no condition preventing them from driving, issued by official health institutions, is presented to the driving school.
OBLIGATION TO COMPLY WITH VEHICLE USAGE PERIODS
A change is being made to the provision regarding the obligation to comply with the vehicle usage periods specified in the proposal.
Accordingly, vehicles that are required to have and use a tachograph device cannot be used in violation of the vehicle usage periods and cannot be allowed to be used. The operator will be obliged to take necessary measures and conduct inspections to ensure that the vehicle is not used in violation of the provisions specified in the relevant regulation, regardless of whether the driver is the operator or not.
The vehicle usage, break, and rest periods for those who will use these vehicles, the cases where more than one driver must be assigned to the vehicle, the time interval during which drivers must be present in the vehicle, the responsibilities of the operators, and the procedures and principles to be applied in inspections will be determined in the regulation.
If the specified daily continuous vehicle usage period is exceeded by up to one hour, a fine of 1000 lira will be imposed on the driver; if it is exceeded by more than one hour, a fine of 3000 lira will be imposed; if the total daily vehicle usage period is exceeded by up to one hour, a fine of 3000 lira will be imposed; if it is exceeded by one hour to three hours, a fine of 5000 lira will be imposed; and if it is exceeded by three hours or more, a fine of 10000 lira will be imposed.
If the weekly or combined two-week vehicle usage period is exceeded by up to four hours, a fine of 10000 lira will be imposed; if it is exceeded by four to fifteen hours, a fine of 15000 lira will be imposed; if it is exceeded by fifteen hours or more, a fine of 20000 lira will be imposed; if daily rest periods are violated, a fine of 3000 lira will be imposed; and if weekly rest periods are violated, a fine of 5000 lira will be imposed.
If the driver is also the operator, the administrative fines will be applied at double the rate. If the driver is not the operator, administrative fines will also be applied to the operator who fails to fulfill their responsibilities at double the rate based on the registration plate. In cases where more than one driver is required to be assigned to operate the vehicle, the operator who does not comply with the relevant provisions regarding the drivers who must be present in the vehicle will be fined 10000 lira.
SPEED LIMIT REGULATION
With the proposal, a change is being made to the provision regarding the obligation to comply with speed limits in the Highway Traffic Law. Accordingly, drivers will not exceed the speed limits specified in the regulation unless a contrary decision is made and marked.
As a result of measurements made with speed measuring technical devices or various technical methods, those who exceed the speed limits specified in the regulation; within residential areas; will be fined 2000 lira for exceeding by 6-10 kilometers/hour, 4000 lira for exceeding by 11-15 kilometers/hour, 6000 lira for exceeding by 16-20 kilometers/hour, 8000 lira for exceeding by 21-25 kilometers/hour, 12000 lira for exceeding by 26-35 kilometers/hour, 15000 lira for exceeding by 36-45 kilometers/hour, 20000 lira for exceeding by 46-55 kilometers/hour, 25000 lira for exceeding by 56-65 kilometers/hour, and 30000 lira for exceeding by more than 66 kilometers/hour.
For exceeding the speed limits outside residential areas, fines will be imposed as follows: 2000 lira for exceeding by 11-15 kilometers/hour, 4000 lira for exceeding by 16-20 kilometers/hour, 6000 lira for exceeding by 21-25 kilometers/hour, 8000 lira for exceeding by 26-30 kilometers/hour, 12000 lira for exceeding by 31-40 kilometers/hour, 15000 lira for exceeding by 41-50 kilometers/hour, 20000 lira for exceeding by 51-60 kilometers/hour, 25000 lira for exceeding by 61-70 kilometers/hour, and 30000 lira for exceeding by more than 71 kilometers/hour.
Those who violate the speed limit within residential areas by 46-55 kilometers/hour will have their driving licenses revoked for 30 days each time, those who violate by 56-65 kilometers/hour will have their licenses revoked for 60 days each time, and those who violate by more than 66 kilometers/hour will have their licenses revoked for 90 days each time.
Those who exceed the speed limit outside residential areas by 51-60 kilometers/hour will have their driving licenses revoked for 30 days each time, those who exceed by 61-70 kilometers/hour will have their licenses revoked for 60 days each time, and those who exceed by more than 71 kilometers/hour will have their licenses revoked for 90 days each time.
In order for the revoked driving licenses to be returned, all administrative fines imposed must be collected. Additionally, driving licenses that are revoked for the fifth time within one year from the date of the last violation will be returned at the end of the withdrawal period, provided that the driver has undergone a psychotechnical evaluation and a psychiatric examination confirming that there is no condition preventing them from obtaining a driving license.
It will be prohibited to manufacture, import, or keep any devices that detect the location of speed limit detection devices or warn the driver. Those who manufacture and import these devices will be fined 370000 lira, and operators who keep these devices in their vehicles will be fined 185000 lira. Additionally, these devices will be confiscated by the local authority, and a decision will be made to transfer their ownership to the public. This provision will come into effect on December 31, 2025.
VEHICLES WITH RIGHT OF WAY
With the proposal, a fine of 15000 lira will be imposed on drivers who do not give way to vehicles belonging to law enforcement officers following a convict or defendant, vehicles going to the scene of an incident or accident to maintain public order and safety, vehicles assigned to disaster and emergency services in cases of disaster and emergency, vehicles belonging to the upper authorities of the legislative, executive, and judicial branches of the state, and vehicles designated in the regulation as having right of way for reasons of duty and service or security.

DRIVERS WHO DO NOT COMPLY WITH THE DISTANCE RULE WILL PAY A FINE OF 5 THOUSAND LIRA
There is a change in the law regarding the provision of "Lane tracking, encountering oncoming traffic, distance between vehicles, driving slowly, and ensuring ease of passage."
In this context, drivers who do not comply with the distance rule between vehicles will be fined 5 thousand lira; drivers who do not comply with the other rules of the provision will be fined 1 thousand lira.
Drivers who do not comply with the provisions regarding the right of way at intersections will be fined between 1 thousand and 5 thousand lira.
In loaded and unloaded vehicles, loads that require special permission in terms of weight and dimensions cannot be loaded, transported, or allowed to be transported without permission or without meeting the conditions specified in the permit. It will be prohibited to load in a way that causes the load to touch, fall, spill, scatter, leak, flow, slide, make noise, tip over, or disturb the balance of the vehicle without proper fastening and securing. Vehicles that require special permission to be driven on the road due to their weight and dimensions cannot be taken onto the road without permission or without meeting the conditions specified in the permit.
If passengers are taken above the transport limit determined by regulations during loading of vehicles, a fine of 1 thousand lira will be imposed; if loaded in a way that may be dangerous in terms of road structure and capacity and traffic safety; if the load is loaded in a way that will touch, fall, spill, scatter, leak, flow, slide, or make noise on the road; if the load is loaded in a way that will disturb the balance on any road and slope, will get caught on something on the road and create sharp protrusions, will obstruct the driver's view, will disrupt the driving safety, and will cover the registration plates, separation signs, stop and turn lights, and reflectors; if vehicles are towed without fulfilling the conditions and measures related to the towing vehicles, an administrative fine of 3 thousand lira will be applied. In the case of violations by vehicles used for transporting dangerous goods and container-carrying vehicles, the administrative fine will be 20 thousand lira.
Those who transport dangerous and harmful substances without obtaining the necessary permits and measures will be fined 20 thousand lira; those who load, transport, and allow to be transported goods that require special permission without obtaining permission will be fined 60 thousand lira, and those who load oversized cargo and allow passengers to board on or outside the vehicle will be fined 20 thousand lira.
For loadings exceeding 10% of the maximum loaded weight or the permitted maximum loaded weight, a fine of 10 thousand lira will be applied; for loadings exceeding 15%, 20 thousand lira; for loadings exceeding 20%, 30 thousand lira; for loadings exceeding 25%, 40 thousand lira; and for loadings exceeding 25%, 60 thousand lira will be applied separately to the operator and the sender.
In control areas where weight and dimension checks are conducted, vehicles that continue their journey without complying with signs or without entering weight, measurement, or document control despite signs, lights, sounds, or the stop warning of officials will be fined 60 thousand lira for the drivers or operators of vehicles that obstruct the weight and dimension checks to be conducted by the authorities according to their registration plates.
In international transport, foreign-plated vehicles cannot leave the country without paying administrative fines.
WINTER TIRES
The use of winter tires in vehicles will be mandatory for a certain period of the year according to the weather and climate conditions of the provinces and the types of vehicles, as determined by the Ministry of Transport and Infrastructure. The Ministry may delegate this authority to the governorships.
Authorized personnel from the Ministry, along with the General Directorate of Security, the General Command of Gendarmerie, the units of the Ministry of Commerce at border gates, and the inspection units of municipalities will be authorized to inspect vehicles. A fine of 6 thousand lira will be imposed on the operator of the vehicle that does not comply with the obligation, and those responsible for inspection will allow these vehicles to go to the nearest settlement where they can make their tires suitable. The President will be authorized to reduce the amount of the administrative fine and to increase it up to double.
PENALTIES FOR "DRIFTING" DRIVERS
According to the proposal, it will be prohibited to drive motorbikes and motorcycles in a way that negatively affects driving safety, such as riding on one wheel, leaning on the seat, standing on the seat, spinning around, sliding the wheel, and performing similar acrobatic movements, except for shows conducted with permission. Drivers who do not comply with this provision will be fined 46 thousand lira, their driving licenses will be revoked for 60 days, and the vehicle will be banned from traffic for 60 days. The revoked driving licenses will be returned at the end of the period, provided that it is understood that there is no condition preventing the driver from obtaining a driving license after undergoing a psycho-technical evaluation and that all administrative fines have been collected.
For those whose driving licenses are revoked for the second time within 5 years from the date of the last violation, their driving licenses will be canceled. Those whose driving licenses are canceled will need to attend driving courses and successfully pass the exams to obtain a motor vehicle driver's certificate.
More than the number of people specified in the registration records cannot be transported on bicycles, motorbikes, and motorcycles without a sidecar that have a separate seat for the driver. All responsibilities and expenses will belong to the vehicle driver, and excess passengers will be dropped off at the nearest settlement.
Without any obligation, those who intentionally and knowingly pull the handbrake or change the direction of the vehicle suddenly by other methods, or turn it around on the road, will be fined 140 thousand lira.

Those who organize races and competitions without permission will be subject to an administrative fine of 16 thousand lira. Motor vehicle drivers participating in races will be fined 46 thousand lira, and their driving licenses will be revoked for 2 years; the vehicles in question will be banned from traffic for 60 days. Driving licenses that have been revoked twice within the last 5 years from the date of the last violation will be canceled.
REGULATIONS ON THE USE OF DEVICES AND MOBILE PHONES IN VEHICLES
Drivers who exercise the right of way without necessity will be fined 46 thousand lira.
Those who do not use sound, music, image, and communication devices in vehicles in accordance with the conditions and in a manner that does not disturb the comfort and peace of the public will be fined 3 thousand lira. Those who have sound, music, image, and communication devices that do not comply with the specified conditions in vehicles, as well as those who have and use image devices within the driver's monitoring and usage area, will be fined 21 thousand lira, and these vehicles will be banned from traffic for 30 days.
Drivers using mobile phones and similar communication devices while driving will be fined 5 thousand lira. If this rule is violated for the second time within one year from the date of the last violation, drivers will be fined 10 thousand lira; if this rule is violated 3 or more times within one year, drivers will be fined 20 thousand lira each time, and their driving licenses will be revoked for 30 days each time.
To ensure the safety of drivers and passengers while driving vehicles, the use of seat belts, helmets, protective glasses, child restraint systems, and other protective systems specified in the regulation will be made mandatory. Those who do not use protective systems in accordance with the rules will be considered as not having used protective systems.
The characteristics and quantities of protective systems, as well as which vehicles they must be kept in and under what conditions and from which date they must be used, will be specified in the regulation.
Passengers traveling in vehicles specified by type and class in the regulation will be required to be warned to fasten their seat belts before the vehicle moves and during the journey.
Drivers and passengers who do not use seat belts properly will be fined 2 thousand 500 lira.
If drivers violate this rule 4 or more times within one year from the date of the last violation, their driving licenses will be revoked for 30 days each time.
To return the revoked driving licenses, it will be required that all administrative fines imposed under the Law have been collected.
PENALTIES FOR NOT USING PROTECTIVE EQUIPMENT
During the operation of vehicles, drivers and passengers who do not wear helmets and protective glasses properly will be fined 2 thousand 500 lira. If this rule is violated for the second time within one year from the date of the last violation, a fine of 5 thousand lira will be imposed; for the third and subsequent violations, a fine of 10 thousand lira will be imposed each time.
Those who do not use other protective systems specified in the regulation properly, and those who do not warn passengers traveling in vehicles specified by type and class in the regulation to fasten their seat belts before the vehicle moves and during the journey will be fined 1 thousand lira.
Drivers and passengers in vehicles where the seat belt, helmet, protective glasses, child restraint system, and other protective systems specified in the regulation are not used properly will not be allowed to operate the vehicle on the road without using the necessary protective systems.
Drivers will be required to ensure that children under the age of 15 use their seat belts, helmets, protective glasses, child restraint systems, and other protective systems specified in the regulation properly. A driver who allows a child under the age of 15 to travel without using protective systems or ensuring their proper use will be fined 5 thousand lira.
DRIVERS WHO LEAVE THE SCENE OF AN ACCIDENT WITHOUT NECESSITY MAY FACE IMPRISONMENT
With the regulation, in cases of traffic accidents with material damage, fatalities, or injuries, drivers who leave the scene of the accident without necessity and without obtaining permission from the authorities, or those who leave the scene where there are fatalities, injuries, or material damage, will be fined 46 thousand lira, provided that the situation does not affect traffic, life, and property safety, and they do not change the situation at the accident scene, including evidence and traces that will be useful in determining responsibility.
In traffic accidents with fatalities or injuries, drivers who leave the scene without necessity and without obtaining permission from the authorities will face imprisonment of 1 to 3 years. The driving licenses of drivers who leave the scene will be revoked for 2 years by the relevant authorities. To return the revoked driving licenses, it will be required that all administrative fines imposed have been collected.
With the proposal, the legal responsibility of drivers of non-motorized vehicles and electric scooters will be subject to general provisions. This provision will come into effect 3 months after the publication date of the regulation.
Written traffic offenses will be recorded by personnel authorized and assigned in the provincial and district organizations of the General Directorate of Security and the General Command of Gendarmerie, as well as the relevant units of the Ministry of Transport and Infrastructure and the General Directorate of Highways.
In the administrative fine decision reports and other reports, instead of the open identity of the authorized personnel, the personnel identification number will be written.
Traffic fines can also be paid by credit card, and the duration for transferring the collections made by credit card to the treasury accounts and the procedures and principles related to the implementation will be determined by the Ministry of Treasury and Finance.
Due to violations of traffic rules; administrative fines imposed on foreign nationals that are not collected until their exit from Turkey will be collected during their re-entry into the country. If they cannot be collected in this way, the foreign national will not be allowed to enter the country.
With the regulation, if it is determined that the vehicle in which the traffic rule violation occurred was rented on the date of the violation through data kept ready for inspection by the general law enforcement agencies and a suitable address for notification is found, the administrative fine decision report can be issued in the name of the renter and notified, and the fine will be collected from the renter.
However, this will not eliminate the responsibilities and obligations of the carrier who holds the rental authorization certificate.

PENALTIES FOR USING VEHICLES OUTSIDE OF THEIR REGISTERED PURPOSES ARE INCREASING
With the proposal, penalties for using vehicles outside of their registered purposes are also being increased.
Accordingly, those who carry passengers without obtaining a work permit/license from the relevant municipality will face a fine of 100,000 lira, those who carry passengers outside the activity specified in the obtained permit/license will face a fine of 46,000 lira, and those who use their vehicles for purposes other than those indicated on the motor vehicle registration document, as well as vehicle owners who allow their vehicles to be driven for such purposes, will face an administrative fine of 20,000 lira.
Additionally, the driver's licenses of drivers who are penalized for carrying passengers without obtaining a work permit/license will be revoked for 30 days.
If a violation occurs again within 1 year from the date of the last violation, administrative fines will be applied at double the rate. To return the revoked driver's licenses, all administrative fines must be fully paid.
With the regulation, it will be prohibited to publicly share and praise images that encourage traffic rule violations by sharing actions that are prohibited by the relevant law through press, publications, internet, social and digital media, or other electronic devices. Those who do not comply will be fined 25,000 lira.
For vehicles that were not required to have and use a tachograph before the publication date of the regulation but have been made mandatory by the law proposal, the requirement for tachograph installation and use will not be sought until the first vehicle inspection after December 31, 2026, for vehicles of model year 2021 and later, December 31, 2027, for vehicles of model year 2016-2020, December 31, 2028, for vehicles of model year 2011-2015, December 31, 2029, for vehicles of model year 1996-2010, and December 31, 2030, for vehicles of model year 1985-1995.
For commercial vehicles used for passenger transportation and official vehicles used for cargo and passenger transportation under the Metropolitan Municipality Law and the Municipality Law, the requirement to have and use a tachograph will not be sought for 1 year from the date this provision comes into effect for vehicles that will be registered for the first time.
All provisions of the proposal, except for the exempted articles, will come into effect 2 months after the publication date of the regulation.
The proposal, which includes regulations aimed at increasing traffic fines and bears the signatures of AK Party members of parliament, has been submitted to the Presidency of the Grand National Assembly of Turkey.
