RUSSIA HAD ALSO ANNOUNCED ITS INTENT TO USE NUCLEAR WEAPONSRussian President Vladimir Putin, the day before yesterday, discussed the "nuclear deterrence" issue in a meeting with Security Council members, addressing the "updating of the foundations of state policy in the field of nuclear deterrence." In this context, Putin stated that they would consider an attack on Russia by a state without nuclear power, with the participation and support of a nuclear-armed state, as a joint attack. Putin said, "We reserve the right to use nuclear weapons in the event of an attack on Russia and Belarus.
