A bill concerning civil servants has been presented to the Grand National Assembly of Turkey. The proposal foresees that civil servants will receive a bonus equivalent to the minimum wage at least twice a year. If the proposal is implemented, payments equivalent to the minimum wage will be made to civil servants in June and December.

A bill concerning all public employees has been submitted to the Parliament. If the proposal is enacted, civil servants will receive a bonus equivalent to the minimum wage twice a year.

"RISING COST OF LIVING"

The justification for the proposal states, "State employees are selflessly performing their duties to ensure the continuity of public services; however, the rising cost of living, inflation, and social expenses are increasingly diminishing opportunities for rest, vacation, and participation in social life. The right to rest, as stipulated in Article 50 of the Constitution, is among the fundamental rights of employees, and economic support mechanisms are needed for this right to be effectively utilized. Providing civil servants with a vacation bonus equivalent to the minimum wage twice a year will enhance their social welfare, strengthen their work motivation, and positively contribute to the effectiveness of public services. However, the impact of such a regulation on the budget, its scope, payment periods, and the principles of implementation need to be comprehensively evaluated."

"EQUIVALENT TO THE MINIMUM WAGE"

The proposal, which foresees amendments to the State Civil Servants Law, included the following statements:

"Public officials employed under paragraphs (A) and (B) of Article 4 of this law shall be paid a vacation bonus twice a year, in June and December. The amount of each vacation bonus is equal to the net minimum wage at the time of payment. Payments made under this article shall not be subject to any tax or deduction, except for stamp duty, shall not be attachable, and shall not be included in the earnings subject to premium under the provisions of the Social Insurance and General Health Insurance Law No. 5510 dated 31/5/2006. The procedures and principles regarding the implementation of this article shall be determined by the Ministry of Treasury and Finance."

The proposal presented by CHP Adana Deputy Ayhan Barut has been referred to the Commission.
