Speaking during the discussions, Bülent Kaya, Deputy Chairman of the Saadet-Future Group, stated, "We have once again seen that the process of the Planning and Budget Commission and the Final Account Commission working separately is necessary. The authority of the parliament to prepare the budget was already eliminated with the Presidential Government System, but unfortunately, with the practices of the Court of Accounts, the TBMM's authority to audit the budget is gradually decreasing."

"COURT OF ACCOUNTS REPORTS CAME CENSORED"

Kaya pointed out that the Court of Accounts could not fulfill its auditing duty, saying, "The fact that the Court of Accounts reports came censored, the lack of sufficient discussion opportunities in the Planning and Budget Commission, the rejection of the opposition's proposals regarding procedural discussions, and the presentation of the Court of Accounts reports in a manner contrary to transparency have eliminated the Court of Accounts' ability to audit the government's budget."

"THE COUNTRY IS HEADING TOWARDS A PROCESS WHERE THE POOR BECOME POORER EVERY DAY"

Kaya stated, "Turkey is heading towards a process where the poor become poorer every day and the rich become richer every day. It has even gotten so bad that there is no longer such a thing as middle income." He added, "We are talking about a Turkey where income, wealth, and growth are not distributed fairly as a natural process. When we look at the growth figures for 2024, we see a Turkey where growth figures have decreased in the last three quarters compared to the previous quarter. What does this mean? It indicates that the country's economy has entered a recession, that is, a stagnant period. You used to say that bad days are behind us, but worse days are waiting for us."

"PEOPLE LIVING ON MINIMUM WAGE ARE STRUGGLING TO PAY RENT"

Bülent Kaya expressed that the minimum wage has become widespread and purchasing power has decreased due to inflation, saying: "The minimum wage has become a common wage in Turkey. We are facing a situation where the low purchasing power rather than the amount of the minimum wage is causing people living on minimum wage to struggle to pay their rent. In an inflationary environment, we saw that the minimum wage, which is increased twice a year, was only increased once in January 2024. Is the economy getting better? No. Instead of protecting minimum wage earners against inflation by increasing the minimum wage a little less in January and a little more in July, the government wanted to reflect the results of the elections on March 31 by increasing it a little more on January 1."

"WITH THIS BUDGET, YOU ARE FAVORING THE RICH AND SHAKING THE CITIZENS"

Recalling that President Recep Tayyip Erdoğan instructed the Minister of Labor and Social Security, Vedat Işıkhan, regarding the municipalities' SGK debts, saying, "Mr. Minister, there is benefit in shaking them much more decisively," Kaya stated, "With this budget, you are favoring the rich and shaking the citizens. Whether to shake the municipalities is at your discretion. If you are going to shake them, shake everyone without party distinction. But at least refrain from shaking these poor millions. I hope this budget evolves into a budget that takes from the rich and corrects the income distribution of the poor, and I would like to state that we will veto this budget."
