In the operation targeting the Mersin Yenişehir Municipality, 33 people were detained based on allegations of an organized structure involving municipal officials and company representatives. During technical surveillance, 76 conversations containing criminal content were detected, and investigations supported by data from the Court of Accounts and MASAK identified 15 separate criminal acts. Numerous documents and digital materials were seized during raids on the municipal building, homes, and businesses.
The investigation conducted against the Yenişehir Municipality in Mersin revealed a major crime scandal. After months of technical and physical surveillance by the Chief Public Prosecutor's Office, the operation was initiated, resulting in the detention of 33 suspects, including the municipal administration and private sector connections. A wide-ranging criminal organization emerged in the case, extending from deputy mayors to company executives.
CRITICAL NAMES AND ORGANIZED STRUCTURE ALLEGATION
High-level individuals, including two deputy mayors who were in office at the time of the incident and one currently serving deputy mayor, were included in the case. Additionally, a person who previously served as a general manager and is currently continuing as an assistant director, as well as numerous managers and representatives from the private sector, are among the suspects, along with civil servants and workers employed in various departments of the municipality. Furthermore, it is believed that an individual who was previously dismissed by a decree and allegedly played an active role in municipal tenders is also part of this structure.
According to the prosecutor's findings, it is claimed that some officials within the municipality and representatives of external firms acted together to create an organized structure and played an active role in the tender processes.
76 CRIMINAL CONTENT COMMUNICATIONS IN THE FILE
The most striking aspect of the investigation was the technical surveillance. Since March 11, 2025, measures for wiretapping and recording communications have been applied to 25 suspects. In the examinations conducted, no communications containing criminal elements were detected for 7 suspects, while a total of 76 communications with criminal content were obtained for 18 suspects. These records were supported by physical surveillance and video examinations, and as a result of field studies, 6 separate physical surveillance and observation reports were prepared and added to the file. All obtained data were among the critical evidence that changed the course of the investigation.
COURT OF ACCOUNTS, MASAK, AND KIK REPORTS IN PLAY
The investigation was not limited to technical surveillance. Reports regarding irregularities identified in the audits by the Court of Accounts, tender documents obtained from the Public Procurement Authority, financial data received from the Revenue Administration, and MASAK analyses were examined one by one. All documents related to the municipality's income-expenditure movements, real estate transactions, and tender processes were scrutinized for a comprehensive assessment. As a result of these examinations, it was determined that the suspects acted together in 15 separate criminal acts.
TENDER AND DIRECT PROCUREMENT FILES OPENED
It has been learned that the purchases made through the "tender" and "direct procurement" methods carried out by the municipality and its affiliated companies were examined in detail. It is stated that the actions of the suspects were supported by concrete evidence through the analysis of the documents obtained during this process. Allegations suggest that irregularities occurred in some procurement processes and that public resources were directed to certain individuals and firms.
DUSK RAID: SEARCH AT MUNICIPALITY AND HOMES
Following the obtained evidence, the operation was initiated. Simultaneous searches and seizure operations were carried out at the Mersin Yenişehir Municipality campus, the residences of the suspects, and a related workplace to capture the suspects and seize criminal elements. It has been learned that a large number of documents and digital materials were confiscated during the operation, and investigations are ongoing.
INVESTIGATION DEEPENS
Prosecutor's office sources indicate that the investigation may expand further in light of the new evidence obtained. Especially with the detailed examination of documents related to the tender processes, the possibility of new names being added to the case is on the agenda. This operation, which erupted in Mersin, is expected to resonate even more in the coming days.
