According to the indictment, Aziz İhsan Aktaş stated in his testimony that on July 19, 2024, he met with Seyhan Mayor Oya Tekin's husband Celal Tekin and CHP Adana Deputy Burhanettin Bulut in Ankara, saying, "They demanded 1 million dollars in exchange for the payment of my receivables. They stated that the payment would not be made without receiving the money. Therefore, on the same day in Ankara, I delivered a total of 1 million dollars withdrawn from 3 different branches to Celal Tekin near Atılım University in İncek, Ankara. When the money was delivered, the municipality made a receivable payment of 75 million lira on the same day. The 1 million dollars delivered to Celal Tekin was shared between Burhanettin Bulut and Celal Tekin," he said.
ACCUSATION OF "MONEY COURIER" TO THE MAYOR'S HUSBAND IN THE INDICTMENT

"When the suspect statements, money withdrawal receipts, the receipt related to the Seyhan Municipality's payment dated July 19, 2024, the payment list made to companies belonging to the criminal organization, and HTS records are evaluated together, although the suspect Oya Tekin stated that she was not aware of the payments made to the companies from the meeting held by her husband Celal Tekin, her statements are inconsistent within themselves. It is unusual for the person who has the highest receivable from the municipality, who initiated enforcement proceedings against the municipality, and who claims to have been pressured and threatened by him, to be unaware of the large payment made to his company, and her statement that the payment to the company on the same day after Celal Tekin met with the organization leader is coincidental is not normal. It is stated that the suspect Celal Tekin acted as a money courier for his wife, the mayor Oya Tekin, and considering the 220 million lira paid to the company and the remaining 119,793.49 lira, the 1 million dollars corresponds to 10-11% of the total receivable from the municipality after Oya Tekin was elected mayor from the Republican People's Party (due to price difference application, that ratio is in between). In this context, it is stated that Aziz İhsan Aktaş, who has nearly 340 million lira receivables from the municipality, met with Oya Tekin in the İncek area of Ankara on July 19, 2024, and received 1 million dollars in bribe money on behalf of Oya Tekin in exchange for the receivable payment."
"THERE IS HOSTILITY BETWEEN AZIZ İHSAN AKTAŞ AND ME"
It was learned that Seyhan Mayor Oya Tekin stated in her testimony that there is hostility between her and Aziz İhsan Aktaş because he had the cleaning staff carry out an action of not collecting garbage, and that her husband definitely did not receive money from him, and that she was unaware of any payment made to Aktaş from the municipality.
A prison sentence of 12 years is requested for Oya Tekin for receiving bribes, and up to 12 years for her husband Celal Tekin for facilitating bribery.
