The Syrian Ministry of Interior has launched an investigation into the massacre allegations coming from Hasakah province following the ceasefire and integration agreement signed between the Damascus government and the terrorist organization YPG/SDG. In a statement from the ministry, it was noted that the news is being followed with great concern and seriousness, and it was expressed that "the relevant units have immediately begun the necessary investigations to verify the information received."

An agreement was signed between the Syrian government and the terrorist organization PKK/SDF regarding full integration into the army and a comprehensive ceasefire.

Following the agreement, which also includes the removal of PKK leaders and members from the region, the Syrian press raised allegations of a massacre against civilians by YPG/SDF elements in the west of Hasakeh city.

In a statement made on the ministry's social media account, it was noted that the news is being followed with great concern and seriousness. "The relevant units have immediately started the necessary investigations to verify the information received," it was stated.

14-POINT AGREEMENT

The Syrian army's operation against YPG/SDF resulted in a ceasefire following gains on the ground. A 14-point agreement was signed yesterday. According to the agreement, the full integration of YPG/SDF forces into the Syrian army will be ensured, and all border crossings, oil fields, and natural gas fields will come under the control of the Syrian government. The Syrian administration announced a ceasefire after the agreement and halted operations.

According to SANA, the full text of the agreement is as follows:

1. As a preliminary step for redeployment, an immediate and comprehensive ceasefire is declared between the Syrian government forces and the Syrian Democratic Forces (SDF) on all fronts and contact lines, and all SDF military units will withdraw east of the Euphrates River.

2. The complete and immediate transfer of the administrative and military control of Deir ez-Zor and Raqqa provinces to the Syrian government. This includes the transfer of all civil institutions and facilities, the immediate issuance of decrees for the recruitment of existing employees in the relevant ministries of the Syrian state, and the government's commitment not to take any action against SDF fighters and civil institution employees in the two provinces.

3. The integration of all civil institutions in Hasakeh province into the institutions and administrative structures of the Syrian state.

4. The Syrian government will take control of all border crossings, oil, and natural gas fields in the region, protected by Syrian security forces, to ensure that resources return to the Syrian state.

5. Considering the special situation of Kurdish regions, after the necessary security review, all SDF military and security personnel will be fully integrated "individually" into the structures of the Syrian Ministry of Defense and Ministry of Interior, and these individuals will be provided with military ranks, financial rights, and logistical requirements.

6. The leaders/leadership of the Syrian Democratic Forces (SDF) commit to avoiding the inclusion of remnants of the former regime in their ranks and to presenting a list of former regime officials in northeastern Syria.

7. As a guarantee of political participation and local representation, a presidential decree will be issued to determine the candidate to be appointed to the position of Governor of Hasakeh.

8. The withdrawal of heavy military presence from the Ayn al-Arab (Kobani) region, the establishment of a security force composed of the city's residents, and the maintenance of a local police organization under the administrative authority of the Syrian Ministry of Interior.

9. The integration of the administration and facilities responsible for the security of ISIS detainees and camps with the Syrian government, thus ensuring that the Syrian government assumes full legal and security responsibility for them.

10. To ensure national partnership, the acceptance of the candidate list presented by the SDF leadership for appointments to senior military, security, and civil positions within the central state structure.

11. The welcome of Presidential Decree No. 13 of 2026, which foresees the recognition of cultural and linguistic rights and the addressing of unresolved issues regarding rights-based and citizenship matters, including claims for property rights accumulated by stateless/undocumented individuals over previous decades.

12. The SDF commits to expelling all PKK leaders and members who are not Syrian from the Syrian Arab Republic to ensure sovereignty and regional stability.

13. The Syrian state commits to continuing the fight against terrorism (ISIS) as an active member of the International Coalition in coordination with the United States to ensure the security and stability of the region.

14. Efforts will be made to reach an agreement on the safe and dignified return of the residents of Afrin and Sheikh Maqsoud regions to their homes.

Speaking after the signing of the agreement, Syrian President Ahmed Shara stated, "The Syrian state is a whole, the decision-making mechanism is central; its institutions will enter all Syrian territories and manage all regional affairs.
