A new era is beginning in traffic accidents. Starting from April 1, 2026, with a system to be implemented in pilot provinces, experts will be automatically assigned, and damage and depreciation will be determined and paid simultaneously. Brokers and intermediaries will be sidelined, and citizens will not have to pay power of attorney and service fees. For damages over 40,000 lira, an expert will be mandatory, and the application will be expanded to all of Turkey on July 1.
The Insurance and Private Pension Regulation and Supervision Authority (SEDDK) has implemented a new regulation to end the chaos experienced in traffic accidents. With the Insurance Experts Appointment Regulation published in the Official Gazette, both the processes have been simplified and the aim is to prevent fraudulent activities.
COMMISSION AGENTS ARE OUT OF THE PICTURE
With the new system, commission agents and intermediaries that vehicle owners encounter after an accident are completely eliminated. Damage and depreciation processes will now be carried out directly through the system, and the activities of individuals and institutions acting on behalf of others will cease.
EXPERT WILL BE AUTOMATICALLY ASSIGNED
According to news on NTV, when the vehicle is taken to the service after the accident, the documents will be uploaded to the system and the expert will be automatically assigned. While the damage assessment will be made directly by the expert, citizens will also be able to choose an expert if they wish. Thus, the process will proceed more transparently and quickly.
EKSİST SYSTEM IS COMING INTO OPERATION
With the new regulation, the Expert Appointment and Tracking System (EKSİST) will be implemented. Experts registered in the system will be automatically assigned, and the entire process will be tracked digitally.
MANDATORY EXPERT FOR DAMAGES OVER 40 THOUSAND LIRA
For 2026, for damages exceeding one-tenth of the 400 thousand lira guarantee set, that is, for damages over 40 thousand lira, an expert will be mandatory. For damages below this amount, the parties can complete the process by mutual agreement.
DEPRECIATION WILL NOT BE CALCULATED SEPARATELY
With the new system, the depreciation that occurs in the vehicle will also be calculated instantly by the expert and added to the damage file. Thus, citizens will not need to make an additional application. For example, in addition to a damage of 100 thousand lira, 30 thousand lira of depreciation will be paid directly.
CITIZENS WILL NOT BE CHARGED
With the regulation, citizens will not have to pay any fees for representation or commission. No payment will be made for expert services either.
RIGHT TO APPEAL IS 3 DAYS
Both the citizen and the insurance company can appeal the expert report within 3 business days. In this case, a new expert will be assigned, and the appealing party will bear the cost.
STARTING ON APRIL 1
The application will pilot in Ordu and Bursa starting April 1, 2026. After a 3-month period, it will be implemented throughout Turkey starting July 1, 2026.
