"On October 27, 2025, a disciplinary investigation process has been initiated regarding whether individuals falling within the scope of the "Football Disciplinary Instruction" have engaged in betting on football, as stated by our President İbrahim Ethem Hacıosmanoğlu during a press conference.
In this context, the investigation began with referees serving in professional leagues and continued with professional football players. It has become necessary to make certain statements to enlighten the public. It should be emphasized that the data subject to the disciplinary investigation is being conducted based on the official records provided to us as a result of our application to the Sports Toto Organization Presidency.
As a result of the investigation conducted regarding referees, one referee among the 152 referees referred to the Professional Football Disciplinary Board has filed a criminal complaint with the prosecutor's office, claiming that their personal data was unlawfully obtained and a betting account was opened in their name.
Within the scope of the criminal complaint, based on the investigation conducted by the Istanbul Chief Public Prosecutor's Office, it has been concluded from the response document obtained from the betting company and submitted to the PFDK that the information requested during the registration phase on the gambling platform was not sufficient, and due to the ability to place one-time bets only with the defined gift points without declaring a bank account after membership, it could be open to malicious use.
In this context, regarding the disciplinary investigation conducted on professional football players, additional information is being requested from relevant institutions and organizations by our federation concerning 47 football players identified with similar one-time betting activities and gift points for the healthy conduct of the investigation.
Among the 1024 football players referred to the Professional Disciplinary Board, there are two players who filed a criminal complaint with the prosecutor's office claiming to be victims, and whose administrative precautionary measures imposed on them were lifted with the documents they submitted to the PFDK.
Our Disciplinary Board continues its work within the framework of the principles of transparency, justice, and fairness."
