With the decision published in the Official Gazette signed by President Recep Tayyip Erdoğan, the 'Directorate of Emergency Situations and Defense Planning' has been appointed to all ministries except the Ministry of National Defense. These directorates will coordinate the ministries' preparations for disasters, emergencies, civil defense, mobilization, and wartime, and will ensure the flow of information to the Presidency and AFAD.
On March 6, 2026, an important step was taken in Turkey's crisis management and defense structuring with the signature of President Recep Tayyip Erdoğan in the Official Gazette. New appointments were made to the "Emergency Situations and Defense Planning Department" cadre outside the Ministry of National Defense.
The mentioned departments were established with a decree published in October 2025 within the ministries. With the newly published decree, the appointments to the management of these units were also formalized.
WILL COORDINATE MINISTRIES' DISASTER AND WAR PREPARATIONS
According to the information in the Official Gazette, the Emergency Situations and Defense Planning Departments will monitor and ensure coordination of the activities carried out by affiliated, related, and associated institutions within the scope of disaster and emergency situations, civil defense, mobilization, and war preparations.
The departments will also represent their affiliated ministries at the AFAD Disaster and Emergency Management Center. They will ensure the fulfillment of the responsibilities of the ministries by directing the capabilities and resources requested by AFAD.
INFORMATION FLOW WILL BE PROVIDED TO THE PRESIDENCY AND AFAD
The newly established units will provide the necessary information flow to the relevant management centers of the Presidency during disaster and emergency processes. In addition, they will carry out the tasks assigned by the ministers.
The main purpose of the established departments is to coordinate the ministries' activities related to disaster, emergency, civil defense, mobilization, and war preparations, and to strengthen communication between AFAD and the Presidency with institutions.
The Ministry of National Defense was excluded from this structuring as it is the main executor of defense and war preparations.
