Regulation to ease the burden on debtors! Restructuring of social security premium debts has been simplified.

The 10% upfront payment condition for deferring debts to the Social Security Institution has been eased. The amount to be paid upfront will be limited to one installment, regardless of how many installments the debt is divided into. Debts can be paid in installments of up to 36 months.

The Social Security Institution (SGK) published a circular regarding the restructuring of premium debts. According to the circular numbered 2026/7; while the collateral conditions for the restructuring of premium debts have been made more flexible, facilitating steps have also been taken in the repayment schedule of the debts.

The new application aims to reduce the pressure of premium debts on small-scale businesses and farmers, especially those experiencing financial difficulties, and to make the payment processes more sustainable.

INCREASED FROM 50 THOUSAND LIRA TO 250 THOUSAND LIRA

With the change made by SGK, the installment limit without showing collateral, which was previously 50 thousand TL, has been increased fivefold to 250 thousand TL. Accordingly, citizens with debts not exceeding 250 thousand TL will no longer be required to provide real estate or bank collateral. Under the circular, tradesmen and agricultural Bağ-Kur members in the 4/b status can receive a 'no debt' certificate if they restructure their debts. With this application, insured individuals will be able to continue their commercial activities while paying their debts and will not face issues in official transactions. SGK has also expanded the right to breach for those experiencing payment difficulties. The right to defer installments, which was previously 3, has been increased to 4. If a delay occurs for the fourth time within a calendar year, the deferral will be revoked. This regulation has provided additional tolerance to debtors.

HOW TO APPLY?

A new door has been opened for debtors whose restructuring was previously disrupted. In the event of debt closure, previous violations will not be considered as 'revoked deferral' and citizens will be able to apply for restructuring again.

In the new application, a staggered payment plan based on half installments can be created for debtors with limited payment capacity for the first 6 months.

Thus, debtors will be able to start the process with lower amounts and establish a payment order. Citizens wishing to benefit from the regulation will only need to apply to SGK units and make the first installment payment.
