He pointed out the legal measures that need to be taken before the widespread use of artificial intelligence in Turkey, stating, "It is essential to specifically determine the artificial intelligence law in Turkey and the circulars, regulations, and ethical rules regarding how this law will be implemented." Referring to examples of artificial intelligence usage around the world, Evci mentioned that artificial intelligence is used for parking fines in the USA.

In response to Abdurrahman Yazıcı's question about whether artificial intelligence could draw data from other languages for its utilization, Dr. Ekrem Teymur, Chairman of the Board of Keltis Artificial Intelligence Inc., stated, "The existing artificial intelligence tools contain information compiled from all languages. Each country has its own unique legal mechanism, and this is constantly changing." He pointed out that in the case of legal amendments, decisions made based on that law would become invalid, stating, "Therefore, it is mandatory to use specialized artificial intelligence programs in this area instead of general artificial intelligences in courts."

CAN DECISIONS FROM FOREIGN COURTS BE INTEGRATED INTO TURKISH LAW?

Evaluating how a decision made by artificial intelligence in a court in China could be integrated into the Turkish legal system, Lawyer Burak Evci stated, "Such a thing is not possible in terms of the Turkish legal system, but since our laws are derived from different countries, decisions made by foreign courts can be beneficial for the development of laws and the improvement of court decisions when new developments arise. Law is a living organism. It would also be appropriate to translate the decisions made by the European Court of Human Rights into Turkish and for them to be considered by legal professionals in the upcoming trials," he said.

The issue of using artificial intelligence in courts undoubtedly needs to be examined from the perspective of the concept of justice. In response to Abdurrahman Yazıcı's question, "Can artificial intelligence be fair?", Ekrem Teymur stated, "I believe that the decisions made by artificial intelligence will be fairer than those made by an average human." Noting that artificial intelligence does not have a psychology or a past, Teymur pointed out that while judges may unintentionally make some wrong decisions, artificial intelligence does not have such a problem. "Artificial intelligence does not get tired," said Teymur, adding that while artificial intelligence cannot be a direct decision-maker in the initial stage, it can assist judges and make their work easier.
