The Associated Press (AP) agency shared a copy of the draft of a 28-point plan that the U.S. administration is said to have prepared to end the Russia-Ukraine War. While the 28-point plan anticipates that the Kiev administration will make many concessions, it demands that the Ukrainian army be limited to 600,000 personnel and that the country's NATO membership be put on hold.

Details of the alleged 28-item Ukraine plan from the United States have emerged. The Associated Press (AP) agency shared a copy of the draft plan that is claimed to have been prepared to end the Russia-Ukraine War.

According to the document, Ukraine is asked to cede the occupied Donbas region to Russia. Additionally, it is requested that the Ukrainian army be limited to 600,000 personnel and that the country's NATO membership be put on hold. If the plan is accepted, many of Russia's demands will be fulfilled.

The agreement also includes a clause related to the recent corruption investigation that has shaken Ukraine. A senior U.S. official, speaking on condition of anonymity, indicates that the leaked draft document shows that the Kiev administration made significant changes later on.

The draft included a provision stating, "Ukraine will subject all aid received to comprehensive audits and will establish a legal mechanism to correct errors or punish those profiting illegally from the war."

FROZEN RUSSIAN ASSETS

It is reported that Kiev requested this clause to be changed to "all parties in the war will receive full amnesty for their actions during the war and will agree not to make any future claims."

Furthermore, the plan also included a provision for $100 billion of frozen Russian assets to be used for reconstruction and investment in Ukraine under U.S. leadership.

The draft plan, which includes the detail of holding elections in Ukraine within 100 days, also addressed the exchange of all detainees and bodies on a "full for full" basis, as well as the return of all civilian detainees and hostages, including children.

LANDS TO BE RETURNED

The draft plan recognizes Crimea, Luhansk, and Donetsk as effectively belonging to Russia, with this recognition also including the United States. It also mentions the freezing of Kherson and Zaporizhzhia along the contact line, while stating that Russia will leave other agreed territories it controls outside of the five regions.

UKRAINE DRAFT PLAN RECEIVED FROM THE U.S.

In a written statement made by the Office of the President of Ukraine on November 20, it was noted that the U.S. sent a plan to Ukrainian President Volodymyr Zelensky aimed at strengthening the diplomatic process to end the Russia-Ukraine War.

The statement included the assessment, "The President of Ukraine has officially received the draft plan sent by the U.S. The U.S. side indicates that this plan could intensify diplomacy," and it was also mentioned that Zelensky might discuss the matter with Trump in the coming days.

In a report by the U.S.-based Axios website on November 19, citing unnamed U.S. and Ukrainian officials, it was claimed that the Ukrainian administration objected to many points in this plan.
