With the new regulation from the Ministry of Interior, the working hours of neighborhood watchmen have been set at 40 hours per week, but can be extended up to 56 hours with the approval of the governor if necessary. The watchmen's duty hours will primarily cover the night, but they may also be assigned duties during the day in extraordinary situations. The new regulation restricts the use of firearms, stipulating that handguns can only be used in cases of danger.
The new regulation prepared by the Ministry of Interior has reorganized the working hours, duties, and authorities of neighborhood watchmen. The regulation has been published in the Official Gazette and has come into effect.
WEEKLY WORKING HOURS 40 HOURS
According to the new regulation, the weekly working hours of the watchmen have been set at 40 hours. However, in cases of personnel shortages, workload, and similar situations, this period can be extended up to 56 hours with the approval of the governor. It was stated that the extra working hours would later be added to the personnel's rest period.
FLEXIBILITY IN EXTRAORDINARY CIRCUMSTANCES
The daily working hours of the watchmen will primarily be organized to cover the time period from sunset to sunrise. However, in cases of emergencies, terrorist incidents, social events, natural disasters, and similar situations, duties can be performed outside these hours with the approval of the Minister.
RESTRICTION ON WEAPON USAGE
The rules regarding weapon usage have also been clarified in the regulation. Accordingly, watchmen will carry their pistols in their holsters during duty and will only be able to use them in dangerous situations.
PATROLLING PROCEDURES ESTABLISHED
It was stated that watchman patrols would consist of at least two people, with the senior personnel walking on the right as the supervisor. It was mentioned that a whistle could be blown from time to time to prevent crime, and that vehicle patrols would be conducted under the supervision of general law enforcement.
SEARCH AUTHORITY LIMITED
With the new regulation, the search authority of the watchmen has also been restricted. In cases of suspicion, only external checks can be made on individuals by hand, and only the visible parts of vehicles can be inspected. Watchmen will not be able to conduct body and vehicle searches.
