In this context, I am instructing the Ministry of Foreign Affairs, the Ministry of Defense, special services, and relevant civil institutions to collect additional information on the matter, conduct analysis at the level of the Security Council, and submit proposals for initiating preparations for nuclear weapon tests."

Russian Defense Minister Andrey Belousov stated that the United States is rapidly modernizing its strategic weapons and is working on the development of new missile systems. Belousov noted that Washington has also begun to implement its plan to establish the "Iron Dome," a strategic missile defense system, and reminded that the US has previously withdrawn from the Anti-Ballistic Missile Treaty, the Intermediate-Range Nuclear Forces Treaty (INF), and the Open Skies Treaty, stating: "Therefore, the US may abandon the nuclear test ban to destroy the global strategic stability system in the world. The US plans to conduct nuclear tests significantly increase the military threat level for Russia. Minister Belousov stated that the forces at the testing site in the Novaya Zemlya (New Land) archipelago, which is under Russian control, are prepared for nuclear tests.
