TURKEY'S FIRST "ARTIFICIAL INTELLIGENCE" LAW The proposal signed by Öztürk includes regulations such as clarifying the legal framework of artificial intelligence systems, clearly defining the responsibilities of users and developers, removing content that violates personal rights and threatens public safety within 6 hours, banning discriminatory data sets, and granting the BTK emergency intervention authority in situations that threaten election security.

The draft law foresees fines of up to 10 million TL and access restrictions for content providers and developers who act contrary to their obligations.
"THE CONCEPT OF ARTIFICIAL INTELLIGENCE IS BEING DEFINED CLEARLY FOR THE FIRST TIME" Öztürk stated that the rapid increase in the use of artificial intelligence programs has created legal gaps that threaten public safety and personal rights. Öztürk said, "With the prepared proposal, the concept of artificial intelligence is being defined clearly for the first time. Those who give commands that constitute a crime to artificial intelligence will be considered direct perpetrators and will fall under Article 125 of the Turkish Penal Code. Additionally, it becomes mandatory to remove content that violates personal rights or threatens public safety within 6 hours; otherwise, access restrictions will be applied."
"SOCIETIES THAT CANNOT MASTER ARTIFICIAL INTELLIGENCE WILL BECOME SLAVES TO THIS TECHNOLOGY" Öztürk stated, "Today, the security of a nation is shaped not only by its borders, army, or economy but also by its presence in the digital world. Cyber attacks, digital manipulations, fake news, and perception operations are new threats that target the will of the nation, shadow election processes, and undermine public order. It should not be forgotten that societies that cannot master, guide, and control artificial intelligence will become slaves to this technology. With this proposal, we say let’s not allow manipulation through technology."
"TURKEY MUST BE AN ACTOR THAT DETERMINES THE RULES, NOT JUST A FOLLOWER IN THIS RACE" Öztürk expressed that the proposal is not just a legal text but also a commitment to Turkey's digital independence, stating, "This bill is not just a legal text; it is also a commitment to Turkey's digital independence. Just as we have developed our domestic UAVs, armed UAVs, and defense industry in national defense; we will establish our own legal system, security system, and ethical rules in the digital field. While the world is in a race for the control of artificial intelligence, Turkey must be an actor that determines the rules and protects its national interests, not just a follower."
