As of April 1, 2026, a new era in food delivery officially began. All fee items charged by platforms from restaurants will now be displayed transparently, and businesses will not be forced to participate in campaigns and discounts. The regulation aims to prevent exorbitant commissions and provide consumers with more options.

A new regulation regarding commissions and additional fees, which has long been a topic of discussion in the food delivery sector, came into effect today. All fee items collected by platforms from restaurants will now be displayed transparently, and restaurants cannot be forced to participate in campaigns and discounts.

FEE ITEMS STANDARDIZED

The different fees that electronic commerce intermediary service providers collect from restaurants, such as commissions, advertising, delivery, and campaign participation fees, have been standardized under the new regulation. The regulation, prepared after complaints about high commission rates and variable pricing, aims to increase predictability in the commercial relationships between platforms and restaurants.

ALL COSTS WILL BE VISIBLE IN THE VENDOR PANEL

Platforms will now display all fees collected from restaurants in detail according to service items in the vendor panel, which is accessible only to restaurants. Consumers will receive general information about which items the expenses during the delivery process may consist of at the order confirmation stage.

NO ADDITIONAL FEES FOR PRIMARY SERVICES

No additional fees can be charged to restaurants for primary services such as order creation, transmission, payment processing, and basic infrastructure services. Platforms cannot request fees from restaurants solely on the grounds of campaign participation without providing any additional services. If additional services are provided, the fee will be clearly communicated before the campaign.

COMMISSION CALCULATION METHOD CLARIFIED

The new regulation also clarified the commission calculation methods. For orders where no discount is applied, the commission will be taken from the product price. In cases where the restaurant offers a discount, the commission will be determined based on the amount paid by the customer. If both the platform and the restaurant offer a discount together, the commission will be calculated by adding the discount covered by the platform to the amount paid by the customer.

OBLIGATION FOR RESTAURANTS REMOVED

Platforms can no longer force restaurants to participate in campaigns, advertisements, or discount activities. No sanctions will be imposed on businesses that refuse such requests. Restaurants will only participate in additional services with their own consent and can withdraw this consent at any time.

EFFECTIVE AS OF APRIL 1

The regulation, which brings significant changes to the sector, officially came into effect on April 1, 2026.
