A bill prepared to exempt retired tradesmen and artisans from paying special consumption tax (ÖTV) when purchasing a car has been submitted to the Parliament. If the proposal becomes law, retirees who meet certain conditions will be able to buy a car at a more affordable price without ÖTV, and they will not be able to sell this vehicle for 5 years. The regulation is currently awaiting the commission and General Assembly process.
A bill proposing that retirees be exempt from paying Special Consumption Tax (SCT) when purchasing automobiles has been submitted to the Grand National Assembly of Turkey. If the proposal becomes law, retirees meeting certain conditions will benefit from a significant tax advantage when buying vehicles.
Recently, various proposals aimed at improving the economic conditions of retirees have come to the fore, and the regulation that will provide SCT exemption for car purchases has also been among these topics. The proposal submitted to the Assembly aims to facilitate vehicle ownership for retirees. According to the regulation included in the proposal, retirees who meet the conditions will not pay SCT when purchasing a car, but only once. This is expected to lead to a significant reduction in vehicle prices.
WHICH RETIREES DOES THE REGULATION COVER?
The bill foresees a special tax exemption for citizens who are retired and receive pensions through Bağ-Kur under the status of tradesmen and artisans. Citizens who fall under the scope of Law No. 5362 on Professional Organizations of Tradesmen and Artisans and those retired from Bağ-Kur under Article 4/1-b of Law No. 5510 on Social Insurance and General Health Insurance will be able to benefit from the regulation. Retirees falling within this scope will be able to take advantage of the SCT exemption when purchasing passenger cars, provided they meet the necessary conditions.
CONDITIONS FOR SCT EXEMPTION FOR RETIREES
The proposal also includes some limitations regarding the use of the tax exemption. Accordingly, the right in question can only be used once within 5 years from the retirement date. Additionally, vehicles purchased with SCT exemption cannot be sold or transferred for 5 years. This regulation aims to prevent the tax advantage from being used for commercial purposes.
THE PROCESS IS NOT YET COMPLETE
The regulation allowing retirees to purchase vehicles without SCT is currently only a bill submitted to the Assembly. In Turkey, proposals are first submitted to the Presidency of the Assembly and then discussed in the relevant committees as part of the legislative process. Regulations that pass through the committees are then put to a vote in the General Assembly.
If the proposal is accepted, the regulation will come into effect by being published in the Official Gazette.
