The joint statement reaffirmed our unwavering commitment to the sovereignty, independence, and security of all member states of the Arab League and the Organization of Islamic Cooperation, and emphasized our collective duty to respond to this attack in defense of our common security, categorically rejecting any threat to the security of our states and reaffirming our absolute and unwavering solidarity against any situation that could threaten their security and stability, and strongly condemning any attacks targeting them.

"1. We emphasize that Israel's brutal aggression against the brotherly State of Qatar, including crimes of genocide, ethnic cleansing, starvation, blockade, settlement activities, and expansionist policies, continues and undermines the prospects for peace and coexistence in the region.
2. We strongly condemn the cowardly and illegal attack carried out by Israel on a residential area in Doha, the capital of Qatar, on September 9, 2025. The attack targeted not only residential buildings designated for hosting negotiation delegations as part of Qatar's multifaceted mediation efforts but also several schools, nurseries, and diplomatic missions. This attack resulted in the martyrdom of several individuals, including a Qatari citizen, and caused numerous civilian injuries. This attack is an open aggression against an Arab and Islamic state that is a member of the United Nations. It marks a dangerous escalation that reveals the extremist hostility of the Israeli government and adds another crime to its record of threatening regional and international security and peace.
3. We affirm our absolute solidarity with the State of Qatar against this attack and confirm that this attack is an assault on all Arab and Islamic states, expressing our support for the brotherly State of Qatar in taking all necessary steps and measures to respond to this treacherous Israeli attack in order to protect its security, sovereignty, stability, and the safety of its citizens and residents.
4. We confirm that this attack on the territory of Qatar, a state that plays a key mediating role in achieving a ceasefire, ending the war in Gaza, and releasing hostages and detainees, is a dangerous escalation and undermines diplomatic efforts to restore peace. Such aggression against a neutral mediation mechanism not only violates the sovereignty of the State of Qatar but also undermines international mediation and peace processes, and Israel bears all the consequences of this aggression.
5. We commend the civilized, wise, and responsible stance of the State of Qatar in response to this treacherous attack, its unwavering commitment to the provisions of international law, and its determination to protect its sovereignty and security and defend its rights by all legitimate means.
6. We support the efforts of states, primarily the State of Qatar, the Arab Republic of Egypt, and the United States, that play a mediating role to stop the attacks on the Gaza Strip. In this context, we highlight the constructive role played by the State of Qatar, its commendable mediation efforts, and their positive impact on efforts to establish security, stability, and peace. We appreciate the various initiatives undertaken by the State of Qatar at the regional and international levels, particularly in providing humanitarian aid and educational support in developing and impoverished countries, thereby strengthening its position as an active and supportive party for peace and development at both regional and international levels.
7. While emphasizing that any attempt to justify this attack by any means clearly violates international law and the United Nations Charter, we record our absolute rejection of such attempts. This attack aims to directly undermine existing efforts and mediation initiatives aimed at stopping the attacks on the Gaza Strip and ending the occupation, bringing an end to the suffering of the Palestinian people, and achieving a just and comprehensive political solution that protects their legitimate and inalienable rights.
8. We completely and unequivocally reject the repeated threats that Israel may target the State of Qatar or any Arab or Islamic country again. We consider these threats as a provocation and a dangerous escalation that threatens international peace and security. We call on the international community to condemn these threats in the strongest terms and to take deterrent measures to stop them.

We welcome the decision of the Arab League Council at the ministerial level to publish a "Common Vision for Security and Cooperation in the Region" and, in this context, emphasize the importance of the concepts of collective security and the common destiny of Arab and Islamic countries, the necessity of cooperation in addressing common challenges and threats, and the need to begin developing the necessary executive mechanisms. We stress that any future regional arrangement parameters must consider the sanctity of international law principles and the United Nations Charter, good neighborly relations, respect for state sovereignty, non-interference in the internal affairs of regional countries, non-discrimination of one state over another, equality of rights and obligations, peaceful resolution of disputes, and non-use of force, the end of Israel's occupation of all Arab lands, the establishment of a Palestinian state within the borders of June 4, 1967, and the denuclearization of the Middle East.
10. We reiterate that there must be a stand against Israel's plans to impose a new de facto situation in the region, which poses a direct threat to regional and international stability and security.

We confirm our condemnation of all Israeli attempts to remove the Palestinian people from the lands occupied in 1967 under any pretext or name, and we consider this a crime against humanity, a clear violation of international law and international humanitarian law, and a completely rejected policy of ethnic cleansing. In this context, we emphasize the need to implement the Arab-Islamic reconstruction plan from both political and technical perspectives and to begin the reconstruction of the Gaza Strip as soon as possible, calling on international donors to provide the necessary support and demanding their active participation in the Gaza Reconstruction Conference to be held in Cairo immediately after the ceasefire is established.
12. We condemn the Israeli policies that have led to an unprecedented humanitarian disaster, using methods such as blockade, starvation, and deprivation of food and medicine against the Palestinian people, in clear violation of international humanitarian law and the Geneva Conventions. We emphasize that these practices constitute a war crime and state that the international community must take urgent action to end these practices and ensure the urgent, safe, and unrestricted entry of humanitarian aid into the occupied Palestinian territories.
13. Rejecting the catastrophic consequences of Israel's decision to annex any part of the occupied Palestinian territories, we note that this situation is a blatant attack on the historical and legal rights of the Palestinian people, and we consider it a violation of international law principles and relevant United Nations resolutions, as well as a nullification of all efforts to achieve a just and comprehensive peace in the region.
14. We emphasize that the international community must take urgent action to end the repeated Israeli attacks in the region and to stop ongoing violations against the sovereignty, security, and stability of states, within the framework of respect for international law rules and relevant international legitimacy decisions. We also warn of the serious consequences of the international community's ongoing inadequacy in stopping Israeli aggression, the latest example of which is the attack on the brotherly state of Qatar. Israel continues and escalates its brutal aggression against the occupied Gaza Strip, in addition to illegal settlement activities in the West Bank, including East Jerusalem, and its war against the Islamic Republic of Iran, as well as its attacks on countries in the region, including the Republic of Lebanon and the Syrian Arab Republic, which are clear violations of international law and blatant violations of state sovereignty.
15. We call on all states to support efforts to end Israel's impunity, hold it accountable for its violations and crimes, impose sanctions, and take all possible legal and effective measures to prevent it from continuing its actions against the Palestinian people, including suspending the supply, transfer, or passage of weapons, ammunition, and military materials, including dual-use products, and to review diplomatic and economic relations with Israel and initiate legal proceedings against it.
16. In light of Israel's clear violation of membership conditions and the continuous violation of UN resolutions, we call on OIC member states to coordinate efforts to suspend Israel's UN membership, considering whether Israel's membership in the United Nations is in accordance with the UN Charter.
17. We emphasize the importance of adhering to international legitimacy and relevant United Nations resolutions as a fundamental reference in ensuring international peace and security, and we reject the discourse that exploits and promotes Islamophobia to legitimize Israel's policies that violate international law, including the continuation of genocide and settlement projects in the West Bank, and to distort the image of Arab and Islamic countries.
18. We welcome the adoption of the "New York Declaration" by the United Nations General Assembly regarding the implementation of the two-state solution and the establishment of an independent Palestinian state, as a clear expression of the international will to support the legitimate rights of the Palestinian people, especially the right to establish an independent state with its capital in East Jerusalem within the borders of June 4, 1967, and we also appreciate the efforts of the Kingdom of Saudi Arabia and the French Republic that contributed to the adoption of this declaration.
19. We welcome the convening of the Two-State Solution Conference on September 22, 2025, in New York, co-chaired by the Kingdom of Saudi Arabia and the French Republic, and call for a joint international effort to ensure the broad recognition of the independent Palestinian State with its capital in East Jerusalem.

We appreciate the important role played by representatives of Arab and Islamic states that are members of the Security Council, particularly Algeria, Somalia, and Pakistan, in correctly advocating for just causes, including the Palestinian cause, in securing full membership for Palestine in the United Nations, and in ending Israel's aggression against the Gaza Strip and achieving a ceasefire. We also appreciate their effective contributions to the call for an urgent session of the Security Council regarding Israel's aggression against the State of Qatar and ensuring its convening.
21. As confirmed by the agreement signed on March 31, 2013, between His Majesty King Abdullah II and His Excellency President Mahmoud Abbas of the State of Palestine, we reaffirm our support for His Majesty King Abdullah II Ibn Al Hussein's historical Hashemite Custodianship of Islamic and Christian holy sites in Jerusalem. We also affirm that the Al-Aqsa Mosque (Al Haram Al Sharif), covering an area of 144,000 m², is a place of worship exclusively for Muslims, and that the Jerusalem Foundation, affiliated with the Jordanian Ministry of Awqaf, is the sole authority responsible for managing, maintaining, and controlling access to Al-Aqsa Mosque.
22. We emphasize that the people of Jerusalem must continue to live steadfastly in their own country and on their own land, and we support the Jerusalem Committee chaired by His Majesty King Mohammed VI of the Kingdom of Morocco and its executive body, the Al-Quds Al-Sharif Agency.
23. We affirm that a just, comprehensive, and lasting peace in the Middle East cannot be achieved by ignoring the Palestinian issue, disregarding the rights of the Palestinian people, or through violence and targeting mediators. On the contrary, this peace must be achieved through commitment to the Arab Peace Initiative and relevant international legitimacy resolutions. In this context, we call upon the international community, particularly the Security Council, to assume their legal and moral responsibilities to end the Israeli occupation and to establish a binding timeline for this purpose.
24. We instruct the Member States of the Organization of Islamic Cooperation that are parties to the Rome Statute of the International Criminal Court to take all possible measures within their national legal frameworks to support the implementation of arrest warrants issued on November 21, 2024, by the International Criminal Court against the perpetrators of crimes committed against the Palestinian people, in accordance with their obligations under international law and where applicable. We also call upon the Member States of the Organization of Islamic Cooperation to exert diplomatic, political, and legal efforts to ensure that Israel, as the occupying power, complies with its binding obligations under the provisional measures titled "Implementation of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip," issued by the International Court of Justice on January 26, 2024.
25. We express our deep gratitude to the State of Qatar, its Emir, government, and its people, led by Sheikh Tamim bin Hamad Al Thani, for their tireless efforts in organizing and hosting the meetings of this summit with wisdom and strategic vision, and for the facilities and opportunities provided for the success of this summit.
