In Bursa, 42-year-old Halil Dalgıç sent the money for the house he purchased through the title deed exchange system via e-Government to the seller. After the property owner received a message confirming that the money had been deposited into their account, the sale was completed. Shortly after the sale, the money was returned and ended up back in Dalgıç's account.
An incredible incident that occurred in the title deed exchange system in Bursa revealed a security vulnerability. Halil Dalgıç wanted to buy a 2+1 apartment he saw in an advertisement in the Namazgah neighborhood of Yıldırım district. After agreeing with the homeowner, Dalgıç initiated the process to make the payment through the title deed exchange system within e-Government.
SENT THE MONEY
Initially, Dalgıç sent a portion of the money through the system, and when the money he sent returned to his account, he thought the refund occurred because the title deed transfer was not completed on the same day. The next day, Dalgıç went to the 4th Regional Directorate of Land Registry and Cadastre and sent the amount of 767 thousand lira, which was the price of the house, back to the title deed exchange system in the presence of the title deed officer.
HE RECEIVED THE TITLE DEED AND THE MONEY WAS RETURNED TO HIS ACCOUNT
After the transfer, upon receiving a text message on the seller's phone, the property owner stated that the money had been credited to his account, gave approval to the title deed officer, and signed. Thus, the title deed was transferred to the buyer, Halil Dalgıç. However, shortly after the transfer process, it was revealed through a message that the money he sent was returned to his account again.
HIS HONESTY AMAZED
Noticing the situation, Dalgıç immediately contacted the seller and said they would go to the bank together to deliver the money to avoid any victimization.
"I BECAME A HOMEOWNER FOR FREE DUE TO A SYSTEM ERROR"
Halil Dalgıç stated, "I bought a 2+1 house in the Namazgah neighborhood of Yıldırım district in Bursa. I wanted to make a secure payment through the title deed exchange system. I sent a portion of the money to the title deed exchange system. The money I sent yesterday came back. I thought it returned because we couldn't complete the title deed transactions on the same day. Today, I sent the money back to the title deed exchange system. When a message was sent to the property owner, she told the title deed officer, 'I received the money' and signed. But the money came back to me again from the title deed. If I were malicious, I wouldn't send the money again since the title deed was transferred to me. Even if she files a lawsuit, it is uncertain when it will be resolved. The property owner signed, saying she received 767 thousand lira. She signed believing in the title deed exchange system, and I also showed her the receipt. The money should have gone to the property owner, but it came back to me. Now we will go to the bank with the property owner. We will explain what happened and deliver the money to its owner. I became a homeowner for free due to a system error in the title deed exchange."
With the incident, officials at the 4th Regional Directorate of Land Registry and Cadastre stated that they believed the incident was due to the Takasbank title deed exchange system.
