A critical week has begun for the legal regulation prepared for the Terror-Free Turkey process. While the framework law is expected to be submitted to Parliament, the AK Party will provide preliminary information to the opposition today regarding the law.

"HOPEFULLY IT WILL COME TO THE PARLIAMENT WITH A JOINT SIGNATURE"
The Speaker of the Grand National Assembly of Türkiye (TBMM), Numan Kurtulmuş, had said that the framework law would come to the Parliament in the new week. Kurtulmuş, who came together with young people and parents at the 2026 YKS Istanbul Champions Meeting held at a hotel in Bahçelievler, touched upon the Terror-Free Türkiye process in his speech there and used the following statements:
"A great milestone has been reached in the issue of a Terror-Free Türkiye. Hopefully, next week, the bill, which is one of the important pillars of this process, will come to the Grand National Assembly of Türkiye, hopefully as a joint proposal from our parties, and with the votes of the overwhelming majority of our deputies, it will become law after the discussions, and we will have left another important step behind. From now on, terrorism and our losses arising from terrorism in this country will remain only as a bad memory from the early periods of our Republican history; henceforth, every part of our country will resonate with peace, brotherhood, production, technology, and the voices of a strong Türkiye that keeps pace with global competition."
DEM PARTY DELEGATION WENT TO İMRALI
In the statement made by the DEM Party, it was stated that the members of the İmralı Delegation, Pervin Buldan, Mithat Sancar, and Faik Özgür Erol, returned from İmralı Island after their 3-hour meeting with Abdullah Öcalan. The delegation made a statement regarding the meeting.
ÖCALAN: WE ARE SETTING OUT TO SOLVE A HISTORICAL PROBLEM"
In the statement made by the DEM Party, Abdullah Öcalan's messages were included. The text contained the following statements:
"With this law, we are setting out to solve a historical problem. Not everything is resolved yet. However, there is no situation that requires a negative approach. What is important is that this step is understood correctly and that everyone takes responsibility for the success of the process. The law that politics will enact is the key that will pave the way for this process."
HOW WILL THE PROCESS LAW BE?
The framework law will not be amnesty in nature. It is stated that the regulation will not include a special provision regarding Abdullah Öcalan and the so-called executive cadre of the organization, and that those who have been sentenced to aggravated life imprisonment will be excluded from the scope. Organization members who wish to return to Türkiye may not receive a penalty within the scope of the effective remorse provisions in the Turkish Penal Code if they have not been involved in any crime within the scope of organization activities. The files of those involved in crimes will be examined one by one by the courts. Organization members coming to Türkiye will be subject to judicial control for 3 or 5 years. It is among the titles expected to be included in the regulation that these individuals cannot work in any public institution or engage in politics during this process. The framework law will be enacted before the Parliament goes into recess, but its implementation will be conditional on the confirmation of the laying down of arms.
BAHÇELİ: SUPPORT SHOULD BE GIVEN TO THE FRAMEWORK LAW
The Chairman of the Nationalist Movement Party (MHP), Devlet Bahçeli, had also called for full support for the legal regulation to be implemented within the scope of the Terror-Free Türkiye process.
ÖZEL: OUR HOPE FOR PEACE IS NOT A CONJUNCTURAL MATTER
The Chairman of the New Party, Özgür Özel, also expressed his support for the process. Speaking to T24, Özel said, "Our stance on the Kurdish issue and our hope for peace are not a conjunctural matter. This is a principled matter, and I will not deviate from this fundamental approach."
Özgür Özel also evaluated the statement of the Speaker of the Parliament, Numan Kurtulmuş, that "The bill will come to the Parliament as a joint proposal of the parties."
Stating that there is no consensus on this issue yet, the Chairman of the New Party, Özel, said, "We approach the solution of the issue on a principled basis."
A PROCESS MESSAGE FROM KILIÇDAROĞLU! HE LISTED 4 ITEMS
Kemal Kılıçdaroğlu, who was able to return to the CHP Chairmanship with the court's "absolute nullity" decision, also appeared before the cameras and made evaluations about the "process." Describing the end of terrorism as a "historical opportunity," Kılıçdaroğlu said that democratic reforms and the preservation of the unitary state structure are the indispensable principles of the process, and he listed 4 items.
The highlights of Kılıçdaroğlu's speech are as follows:
"That statement was an important step for our republican history. We pioneered this. For the first time, we took a step with courage to solve the problem. In subsequent years, the CHP also prepared Kurdish reports.
We also supported the first solution process in 2013 to overcome this problem. We pointed to the TBMM as the address, saying 'Do not do it secretly, bring it to the Parliament.' Finally, after 13 years, our proposal was reached. The TBMM was shown as the address for solving the problem. A realistic solution architecture must include at least four issues.
1) The organizational liquidation of the terrorist organization.
2) The implementation of democratic and legal reforms covering all citizens of Türkiye.
3) Increasing regional security, including the affiliated structures in Iraq and Syria.
4) Establishing a sovereignty strategy against external powers.
While Türkiye establishes its internal peace, it must also be prepared for geopolitical situations. Türkiye must establish both its security architecture and its social peace on the basis of law and democracy. The issue we are discussing today is not only a security heading, the organization's laying down of arms, or its self-dissolution. The end of terrorism is a historical opportunity."
"THE SOLUTION WILL RELIEVE TÜRKİYE"
"We call this process the process of crowning the republic with democracy. Crowning the republic with democracy means uniting these two trusts in a common area without putting security in place of law and without setting freedom against security. It means transforming different social affiliations from being a conflict area into a common guarantee.
This issue is not only a matter of democracy and law. This issue is also vital for Türkiye's security and foreign policy. Without solving this issue, it is very difficult for Türkiye to become a strong regional actor. At this point, we are now putting forward a principled framework. The end of terrorism and the unitary state structure are our red lines.
Our call is very clear. All stages of the process should be carried out under the leadership of the TBMM. The framework law should be the product of clear legal principles. As the party that founded this country, we know our responsibility. For the peace of our country and our region, the solution within the framework I have announced will also relieve Türkiye."
