The crisis in Kaman OIZ management erupted with Mayor Emre Demirci's scathing statements. Demirci, who left the meeting on the grounds that information was not shared, brought up numerous irregularities, from dubious attorney contracts to exorbitant concrete prices and allegations of tailor-made projects. Refusing to sign the approved permits placed before him, Demirci challenged the OIZ management, saying, 'I was elected to protect the rights of this nation, I am not a signing officer.'

Kaman Mayor Emre Demirci stated that there has been a transparency crisis in the management of the Kaman Organized Industrial Zone (OIZ) for approximately 9 months and left the meeting. In a press conference he held, Demirci posed very tough questions ranging from the exorbitant difference in concrete prices to suspicious project costs and legal contracts, saying, 'I am not a signing clerk; I will not sign documents I am not aware of.'

The long-simmering tension behind the scenes in the management of the Organized Industrial Zone (OIZ) in Kaman district of Kırşehir has been brought to the public. Kaman Mayor Emre Demirci and Kaman Chamber of Commerce and Industry President Murat Demirci protested and left the OIZ board meeting. Speaking to the cameras after the meeting, Mayor Demirci raised very serious allegations and questions regarding the OIZ administration.

'WE HAVEN'T GOTTEN ANSWERS TO OUR QUESTIONS FOR NINE MONTHS'

Emre Demirci, recalling that the municipality holds a 40% share in Kaman OIZ and that he serves as deputy chairman, argued that the management processes are not conducted transparently. Emphasizing that they are not opposed to investments, Demirci expressed his reaction, saying, 'We are the children of this land. The more the OIZ and Kaman develop, the happier we will be. However, for about nine months, we haven't received answers to any of our questions about the OIZ. Isn't it our right as deputy chairman to obtain this information?'

'WHY IS C25 CONCRETE 3,700 LIRA IN KAMAN?'

Mayor Demirci, drawing attention to the exorbitant difference in concrete prices, which directly affects construction and housing costs in Kaman, made a comparison with neighboring provinces. Stating that the price per cubic meter of C25 concrete is approximately 3,000 lira in Kırşehir and Kırıkkale, Demirci asked, 'Why is this price 3,700 lira in Kaman? Why does the cost of an apartment in Kaman increase by about 150,000 lira solely due to this price difference? Why does my fellow Kaman resident have to pay more from their pocket?'

PROJECT COSTS AND 'SPOUSE' ALLEGATIONS

One of the most striking parts of the press conference was the complaints from investors. Demirci, alleging that there are claims that the OIZ director's spouse provides project services, stated the following:

'We are receiving complaints from investors. There are allegations that investors who do not receive this service from the OIZ director's spouse may face administrative or legal difficulties. It is said that fees up to 460,000 lira are demanded in Kaman for some projects that are prepared for about 160,000 lira in Ankara. We have shared these allegations with the Kaman District Governorate; the process needs to be investigated.'

'I AM NOT A SIGNING CLERK'

Demirci also opposed the way permit procedures are entered into the system and approved, criticizing the institutional functioning, saying, 'The permit is entered into the system, approved, and brought before us for signing after the number is obtained. I am not a signing clerk. I am an elected mayor to carry out the duty given by the people in the best way possible. You cannot expect me to sign any document I am not informed about.'

LAWYER WENT FROM 2,100 TL TO 30,000 TL

Kaman Mayor Emre Demirci also questioned the sudden and high-cost change in the legal contract within the OIZ, criticizing this expenditure during a period of savings with the following questions:

'Why was the lawyer of Kaman OIZ dismissed? Isn't there a lawyer in Kaman? Why was it deemed necessary to contract another lawyer from Ankara at a monthly fee of 30,000 lira, replacing the lawyer we paid 2,100 lira per month for seven years?'

'OUR OBJECTION IS NOT TO INVESTMENT, BUT TO NON-TRANSPARENT MANAGEMENT'

At the end of his speech, Demirci reiterated that they always support the growth of Kaman OIZ, stating that their objections are only to blindly executed decision-making mechanisms. Mayor Demirci expressed that they expect an official and documented explanation from the OIZ administration regarding concrete prices, permits, exorbitant project costs, and the legal contract.
