A new era is beginning for taxis. With the announcement published in the Official Gazette, it has become mandatory for taximeters to work in integration with the "Taxi Financial Device." By September 1, 2026, card payments will be mandatory in all taxis, and collections will be recorded through a single device. The Taxi Financial Device will record everything in real-time and produce receipts/e-documents.
The General Communiqué of the Tax Procedure Law prepared by the Ministry of Treasury and Finance with the aim of combating unregistered taxi transportation and strengthening the card payment infrastructure has been published in the Official Gazette. With the regulation, it has become mandatory for taximeters to work in integration with the new generation "Taxi Financial Device".
The Ministry explained the rationale for the regulation in the purpose section of the communiqué with the statements, "In order to support the registered economy, ensure compliance with document regulation, and increase the possibilities of card payments... the obligation to use the Taxi Financial Device has been introduced."
LAST DAY FOR EXISTING TAXIS: SEPTEMBER 1, 2026
According to the new regulation, all taxpayers engaged in passenger transportation by taxi are required to obtain and start using Ministry-approved Taxi Financial Devices by September 1, 2026.
The system has been designed to work simultaneously with the taximeter. When the journey begins, the device will automatically initiate the transaction, the fare information generated at the end of the journey will be directly transferred from the taximeter to the device, and a receipt or e-document will be issued.
The communiqué includes the provision, "The taximeter will not be able to operate independently of the Taxi Financial Device." Similarly, the Taxi Financial Device will not be able to operate independently, and manual amounts cannot be entered.
ALL COLLECTIONS WILL BE MADE THROUGH A SINGLE DEVICE
One of the prominent features of the regulation is the obligation to pay by card. Within 15 days from the date the Taxi Financial Device is activated, at least one contract must be made with a bank or payment institution.
If an agreement is not reached within this period, the device will automatically become inactive. The communiqué also states, "No device or application for collection purposes can be provided." Thus, it has been prohibited to provide independent POS devices to taxis, and all payment transactions will be carried out solely through the Taxi Financial Device.
IT WILL ALSO NOTIFY LOCATION
The technical approval process for Taxi Financial Devices has also been detailed. It is required that the devices pass TÜBİTAK and TSE tests, be able to record GPS data, use secure communication protocols, and work in full compliance with the taximeter.
The communiqué states, "It is essential that the transaction begins simultaneously with the opening of the taximeter." With this regulation, the entire process from the start to the end of the journey will be recorded digitally.
Additionally, all stages from the production of the devices to their scrapping will be reported to the electronic system of the Revenue Administration.
OBLIGATION FOR DIGITAL TAXI PLATFORMS
The communiqué also covers companies that provide taxi-calling services through applications. These platforms will report the information of taxis registered in the system and bank account details to the Revenue Administration within 15 days.
Taxicabs, device manufacturers, service providers, and banks that do not comply with the regulation will be subject to penal action under the Tax Procedure Law.
