The Ministry of Treasury and Finance has prevented over 2 billion lira in inefficient spending in the past year with its artificial intelligence-supported Integrated Public Financial Management Information System, developed to increase efficiency in public expenditures and achieve savings. Announcing the development, Minister of Treasury and Finance Mehmet Şimşek stated, "Thanks to AI-supported analyses, inefficient expenditures are identified, and the use of public resources is aligned with priorities."
The Ministry of Treasury and Finance continues its digital transformation in financial processes with artificial intelligence-supported applications without slowing down. In this context, the Integrated Public Financial Management Information System (BKMYBS), developed to increase efficiency in public financial management, ensure savings in resource utilization, and strengthen decision-making processes, has digitized all financial processes, including planning, budgeting, spending, accounting, reporting, and auditing, with a holistic approach. In this scope, public financial transactions have been fully digitized and standardized, making processes faster, traceable, and more efficient. BKMYBS is currently actively used by public administrations within the scope of central government.
TO BE WIDELY IMPLEMENTED IN LOCAL GOVERNMENTS
The system aims to include local administrations by 2026, with plans to expand it to all local governments, especially municipalities. With the digitalization provided by the system, paper-based transactions have been significantly reduced, resulting in substantial savings in time, space, and transaction costs. Thanks to financial transactions conducted electronically, approximately 5,000 tons of carbon emissions have been prevented during the 2023-2025 period.
The artificial intelligence-supported analytical and risk analysis applications integrated into the system also allow for real-time and detailed evaluation of financial data. While the e-audit capacity is strengthened, the risk-based audit approach is made more effective. Particularly in the last year, over 2 billion lira in inefficient spending has been prevented. Thus, an effective control mechanism has been implemented to protect public resources.
"INEFFICIENT SPENDING IS BEING IDENTIFIED"
In his assessment, Minister of Treasury and Finance Mehmet Şimşek stated that with these applications, they have established an environmentally friendly and sustainable public financial management infrastructure, and noted: "Thanks to artificial intelligence-supported analyses, inefficient spending is being identified, and the effective and efficient use of public resources in accordance with priorities is ensured. Additionally, decision-making processes are strengthened with robust data-based outputs produced. The management of public resources will continue decisively in line with the principles of financial transparency, accountability, and effective public administration through the Integrated Public Financial Management Information System."
