Netanyahu said they evaluate the plan presented by the U.S. within the framework of a broader regional stability effort. Highlighting the importance of the Abraham Accords, Netanyahu stated, "We want to evaluate peace opportunities in the region with President Trump and his team. This will not only preserve existing agreements but also allow other countries to participate in this process."
HERE ARE THE 21 POINTS
1. Gaza will be a region free of terrorism, where radicalization has been eliminated and does not pose a threat to its neighbors.
2. Gaza will be redeveloped for the benefit of the (Palestinian) people.
3. If Israel and Hamas accept this proposal, the war will end immediately, the Israeli army will cease all attacks, and will gradually withdraw from the Gaza Strip.
4. Within 48 hours after Israel publicly accepts the agreement, all living and deceased Israeli captives will be returned.
5. After the captives are returned, Israel will release several hundred Palestinian prisoners sentenced to life imprisonment and over a thousand Gazans captured since the beginning of the war, and will return the remains of several hundred Palestinians.
6. After the captives are returned, Hamas members who commit to living peacefully together will be pardoned, and members wishing to leave the Gaza Strip will be granted safe passage to countries that accept them.
7. When an agreement is reached, humanitarian aid will begin to enter Gaza, not less than the amount specified in the January 2025 agreement. This will include the entry of 600 trucks of aid per day, necessary equipment for the renewal of critical infrastructure, and the removal of debris.
8. Aid will be distributed by the United Nations (UN), Red Cross, and other independent international organizations without interference from either side (Hamas and Israel).
9. Gaza will be governed by a temporary transitional government composed of Palestinian technocrats responsible for providing daily services to the public. The government will be overseen by a new international organization established in consultation with the U.S. Arab and European partners. It will create a financing framework for the reconstruction of Gaza until the Palestinian Authority completes its reform program.
10. An economic plan will be developed for the reconstruction of Gaza, bringing together experts experienced in building modern Middle Eastern cities to attract investments and create jobs.
11. An economic zone will be established with discounted customs tariffs and access rates negotiated by participating countries.
12. No one will be forced to leave Gaza, and those who choose to leave will be allowed to return. Additionally, Gazans will be encouraged to stay and offered the opportunity to build a better future there.
13. Hamas will play no role in the governance of Gaza. A commitment will be made to dismantle military infrastructure for attack, including tunnels, and to halt their construction. The new leaders of Gaza will commit to living peacefully with their neighbors.
14. A security guarantee will be provided by regional partners to ensure that Hamas and other Gaza groups fulfill their obligations and that Gaza does not pose a threat to Israel or its own people.
15. The U.S. will work to establish a temporary international stabilization force to monitor security in the Gaza Strip in cooperation with Arab countries and other international partners. This force will create and train a Palestinian police force that will serve as a long-term internal security body.
16. Israel will not occupy or annex Gaza, and the Israeli army will gradually transfer the territories it currently occupies as security forces stabilize in the region.
17. If Hamas delays or rejects this proposal, the above points will be implemented in areas free of terrorism, and the Israeli army will gradually transfer these areas to the international stabilization force.
18. Israel will agree not to conduct future attacks from Qatar. The U.S. and the international community will recognize Doha's significant mediating role in Gaza.
19. A process will be established to divert the population from radicalization. This process will include interfaith dialogue aimed at changing mindsets and narratives in Israel and Gaza.
20. As the reconstruction of Gaza progresses and the Palestinian Authority's reform program is implemented, conditions may arise for the establishment of a Palestinian State, which is recognized as the desire of the Palestinian people.
21. The U.S. will establish a dialogue between Israelis and Palestinians to agree on a political horizon for peaceful coexistence.
