The "Regulation on Private Healthcare Institutions Providing Outpatient Diagnosis and Treatment," prepared by the Ministry of Health, has been published in the Official Gazette. The new regulation introduces a requirement for accreditation for medical centers, implements new measures for patient safety, and establishes additional criteria for ownership of private healthcare institutions.
The regulation on 'Regulations regarding private healthcare institutions where outpatient diagnosis and treatment are performed' prepared by the Ministry of Health has been published in the Official Gazette and has come into effect.
With the renewed regulation, comprehensive arrangements have been made regarding the healthcare services provided in medical centers, polyclinics, private practices, and all private healthcare institutions.
ACCREDITATION REQUIREMENT FOR MEDICAL CENTERS
According to the new regulation, it has become mandatory for medical centers to obtain an accreditation certificate from the Turkish Health Services Quality and Accreditation Institute (TÜSKA).
Additionally, new criteria have been introduced for the establishment of a maternity unit within the medical center. An electronic system will be mandatory for registration and archiving processes.
NEW MEASURES FOR PATIENT SAFETY
Medical indications and application audits have been introduced to evaluate the compliance of all medical treatment practices directly related to patient health and safety with scientific standards.
Medical centers equipped to provide 24-hour service have been allowed to establish emergency units and surgical intervention units, and standards regarding which interventions can be performed in medical centers have been updated.
ADDITIONAL CRITERIA FOR OWNERSHIP OF PRIVATE HEALTHCARE INSTITUTIONS
With the regulation, the evaluation of new private healthcare institution openings and staff requests will now be included in the annual planning scope.
Furthermore, it has been completely prohibited for individuals banned from the medical profession under Law No. 1219 to own a healthcare institution.
Individuals whose healthcare institution licenses have been revoked will be banned from opening a new healthcare institution for a period of 5 years.
POLYCLINICS WILL BE ENCOURAGED TO TRANSFORM INTO MEDICAL CENTERS
With the regulation, it will be permitted for two or more polyclinics to merge and transform into a medical center.
Additional staff will be allowed based on the number of merged polyclinics.
ADDITIONAL CRITERIA FOR PHYSICAL THERAPY AND REHABILITATION SERVICES
The framework for medical practices to be applied in private practices has been reorganized in accordance with contemporary medical rules.
Additionally, new criteria regulating the building and physical conditions for healthcare services to be provided in physical therapy and rehabilitation institutions and units have been introduced.
