The lawsuit filed to annul the congress held by the CHP in November 2023, where Özgür Çelik was elected as the Istanbul Provincial Chairman, was heard again today. The court rejected the CHP's request for recusal, while ruling that Gürsel Tekin, who was appointed as the trustee, would continue in his position. The case has been postponed to November 21.
The Istanbul Provincial Congress case, which has been a topic of discussion within the CHP for a long time, was heard today at the Istanbul 45th Civil Court of First Instance. The court rejected the CHP's request for a change of judge and decided that the appointed trustee committee would continue its duties as per the interim decision it had previously made. Accordingly, Gürsel Tekin and his team will continue to manage the CHP Istanbul Provincial Organization in their capacity as trustees.
THE CASE HAS BEEN POSTPONED TO NOVEMBER 21
The court also ruled that the completion of the appeal process regarding the interim decision dated September 2, 2025, should be awaited. The case has been postponed to November 21.
WHAT HAD HAPPENED?
In the 38th Istanbul Provincial Congress held in November 2023, Özgür Çelik was elected as president. However, as a result of the lawsuit filed for the annulment of the congress, the Istanbul 45th Civil Court of First Instance declared the congress invalid, dismissed Çelik on September 2, appointed a trustee committee, and appointed Gürsel Tekin as its head.
Following this decision, the CHP held an extraordinary congress on September 24, and Çelik was re-elected as the Istanbul Provincial President. However, Gürsel Tekin was expelled from the party shortly thereafter.
The same court sent a letter to the Istanbul Governorship and the Sarıyer District Election Board to halt the extraordinary congress in question, but the Supreme Election Council (YSK) did not see any obstacles to holding the congress. After this congress, Çelik received his certificate of election from the YSK and resumed his duties.
